Based on point b, clause 1, Article 30 of Decree 100/2024/ND-CP, amended and supplemented by Decree 261/2025/ND-CP, low-income individuals in urban areas; workers and employees working in enterprises, cooperatives, and cooperative unions inside and outside industrial zones; and married officials, civil servants, and public employees must meet the following income requirements: The applicant and their spouse must have a combined average monthly income of no more than 40 million VND, calculated according to the wage and salary table certified by the agency, unit, or enterprise where the applicant works.
Based on point c, clause 1, Article 30 of Decree 100/2024/ND-CP, as amended and supplemented by Decree 261/2025/ND-CP, the period for determining income eligibility is within 12 consecutive months, calculated from the time the competent authority makes the confirmation.
It should be noted that, according to Clause 2, Article 30 of Decree 100/2024/ND-CP, as amended and supplemented by Decree 261/2025/ND-CP, in the case of low-income individuals in urban areas without a labor contract, they must meet the income requirements as mentioned above and have this confirmed by the commune-level police agency where they reside permanently, temporarily, or currently live.
Within 7 days from the date of receiving the application for verification, the commune-level police agency where the applicant resides permanently or temporarily, or where they reside at the time of the application, shall use the information from the population database to verify the income eligibility.
