Based on Article 76 of the Law on Housing 2023, as amended by Point a, Clause 3, Article 29 of the Law on Population 2025, the subjects entitled to social housing support policies include:
Persons with meritorious services to the revolution and relatives of martyrs eligible for housing improvement support.
Poor and near-poor households in rural areas.
Poor and near-poor households in rural areas frequently affected by natural disasters and climate change.

According to Article 78 of the 2023 Housing Law, as amended and supplemented by Article 29 of Decree 100/2024/ND-CP and Clause 2, Article 14 of Decree 140/2025/ND-CP, to be eligible for social housing support policies, customers need to meet the housing and income requirements. Housing conditions
According to Article 78 of the Law on Housing 2023 (amended by Article 29 of Decree 100/2024/ND-CP and Clause 2, Article 14 of Decree 140/2025/ND-CP), to enjoy support, clients must meet Housing Conditions and Income Conditions.
Subjects listed in Clauses 1, 4, 5, 6, 7, 8, 9, 10, and 13 of Article 76 must meet the following:
Case 1: Not owning a house.
The subject and their spouse (if any) must not be named in the Certificate of Land Use Rights and ownership of assets attached to land in the province/city where the project is located at the time of application submission.
Verification: The Land Registration Office must verify this within 07 days of receiving the request.
Case 2: Owning a house but with limited area.
The subject owns a house, but the average housing area per capita is lower than 15m² floor/person.
This is calculated based on the applicant, spouse, parents (if any), and children (if any) registered for permanent residence at that house.
Verification: The Commune-level People’s Committee verifies this within 07 days.
Income requirements
To be eligible, subjects must meet specific income ceilings:
General subjects (Low-income earners, workers, civil servants):
Single/Unmarried: Average monthly income not exceeding 20 million VND.
Single with minor children: Average monthly income not exceeding 30 million VND.
Married: Total average monthly income of the applicant and spouse not exceeding 40 million VND.
Note: Income is calculated based on the salary/wage table confirmed by the employer for the preceding 12 months.
Poor or Near-Poor Households:
Must meet the Government’s poverty standards (e.g., Urban Poor: Income ≤ 2,000,000 VND/person/month and lacking 3+ basic social services).
For individuals who do not have an employment contract.
According to Clause 2, Article 1 of Decree 261/2025/ND-CP amending Clauses 1 and 2, Article 30 of Decree 100/2024/ND-CP guiding the Housing Law, in the case of subjects specified in Clause 5, Article 76 of the Housing Law, who are low-income individuals in urban areas, if they do not have an employment contract, they must meet the income requirements as prescribed and this must be confirmed by the commune-level police agency where they reside permanently, temporarily, or currently.
Specifically, as stated:
For unmarried individuals or those certified as single: average monthly income must not exceed 20 million VND, based on the wage and salary table certified by the agency, unit, or enterprise where the individual works.
For unmarried individuals or those certified as single who are raising children under the age of 18, the average monthly net income received must not exceed 30 million VND, calculated according to the wage and salary table certified by the agency, unit, or enterprise where the individual works.
Married individuals: The total income of both spouses must not exceed 40 million VND, based on the wage and salary table certified by the agency, unit, or enterprise where the individual works.
The subjects are members of the People’s Armed Forces.
Based on the provisions of Clause 7, Article 76 of the Housing Law 2023, and Article 67 of Decree 100/2024/ND-CP amending and supplementing Clause 5, Article 30 of Decree 261/2025/ND-CP:
For single people:The actual monthly income received shall not exceed the total income of an officer with the rank of Colonel (including basic salary and allowances as prescribed) as confirmed by the agency or unit where they work and manage.
For married people:
In cases where both the applicant and their spouse fall under the categories specified in Clause 7, Article 76 of the Housing Law, their total monthly net income must not exceed 2.0 times the total income of an officer with the rank of Colonel (including basic salary and allowances as prescribed), as confirmed by the agency or unit where they work or manage.
If the applicant’s spouse does not fall under the category specified in Clause 7, Article 76 of the Housing Law, their total monthly net income must not exceed 1.5 times the total income of an officer with the rank of Colonel (including basic salary and allowances as prescribed), as confirmed by the agency, unit, or enterprise where the applicant works.
In cases where the applicant’s spouse falls under the category specified in Clause 5, Article 76 of the Housing Law and does not have an employment contract, the income verification shall be carried out in accordance with Clause 2, Article 30 of this Decree 100/2024/ND-CP, as amended by Clause 2, Article 1 of Decree 261/2025/ND-CP.
How to prove income to buy social housing.
Pursuant to Circular 05/2024/TT-BXD (amended by Circular 32/2025/TT-BXD):
Employees with contracts/Civil servants: Submit a photocopy of the Wage/Salary Table for the 01 year preceding the application submission.
Employees without contracts: Submit a Declaration of Income Condition confirmed by the Commune/Ward People’s Committee confirming they are low-income earners.
Married applicants: The spouse must also declare and prove their income conditions.
