Procedures for announcing the organization of provincial festivals

According to the provisions of Clause 2, Article 16 of Decree 110/2018/ND-CP, procedures for announcing the organization of provincial festivals are carried out as follows:

Step 1: Prepare documents and submit them

The festival organizer only needs to prepare a written notice. The written notice includes the following contents:

  1. Name of the festival, necessity of organizing the festival;
  2. Time, location, scale and activities of the festival;
  3. Expected composition and number of guests;
  4. Expected composition of the Festival Organizing Committee;
  5. Plan to ensure security and order, social safety, fire and explosion prevention, and environmental protection.

The festival organizer shall send a written notice to the Provincial People’s Committee (in person, by post or online) at least 20 days before the expected date of the festival.

Step 2: Process documents and notify results

  • Within 15 days from the date the Provincial People’s Committee receives the written notice, if there is no response, the unit sending the notice may organize the festival according to the notified content. In case of disagreement with the content of the notice, the receiving agency must respond in writing and clearly state the reason.
  • After receiving the written disagreement from the Provincial People’s Committee, the festival organizer must proceed to edit, supplement and complete the content of the festival activities.
