1. Application for license: According to Model number 01 in Appendix II of Decree 15/2021/ND-CP.

3. Construction design drawings: Need 02 sets of drawings accompanied by a certificate of fire protection design approval (if required), including:

  • Drawings of floor plans, elevations, and main sections.

The process of applying for a license to build individual houses includes the following steps:

Step 1: Receive and check documents

  • Individuals/households submit applications at the district People’s Committee.
  • If the application is complete and valid, the district People’s Committee will issue a receipt to the submitter.
  • In case the dossier does not meet the requirements, the People’s Committee guides the individual/household to make adjustments and supplements according to regulations.

Step 2: Document appraisal and field inspection

  • Within 07 working days from the date of receiving valid documents, the district People’s Committee will carry out the appraisal.
  • During the appraisal process, the People’s Committee may request additions or adjustments to the dossier if it detects errors or documents that do not comply with regulations.
  • If the individual/household does not fully supplement within the required time limit, the People’s Committee has the right to refuse to grant a permit.

Step 3: Get opinions from relevant management agencies

  • The district-level People’s Committee will send documents to seek opinions from state management agencies on areas related to the project (such as fire and explosion prevention and environment).
  • The processing time limit for these management agencies is 12 working days from the date of receipt of the written request.

Step 4: Issue construction permit

  • If the application fully meets the requirements, the district People’s Committee will issue a license to build individual houses within 15 working days.
  • In case it is necessary to extend the appraisal time, the district People’s Committee will notify the applicant in writing and report to superiors. The extension period must not exceed 10 working days.

The total processing time for licensing applications can last up to more than 50 working days including preparation, submission and appraisal time.
