  • 03 Original Export Orders according to Form No. 06 Appendix III of Decree No. 54/2017/ND-CP;
  • 01 copy of certificate of eligibility for pharmaceutical business authenticated or stamped by the exporting facility; In case the copy has the establishment’s stamp, the original must be presented for comparison when submitting the application;
  • 01 Copy of the commune-level People’s Committee’s confirmation of the origin of cultivated medicinal herbs, authenticated or stamped by the export facility. In case the copy has the establishment’s stamp, the original must be presented for comparison when submitting the application;
  • 01 certified copy or stamped copy of the export facility’s contract to purchase medicinal materials; In case the copy has the establishment’s stamp, the original must be presented for comparison when submitting the application;
  • In case of non-commercial export, the documents specified in Points c and d, Clause 2, Article 59 of Decree No. 54/2017/ND-CP are not required.

Execution order

Pursuant to Clause 1, Article 63 of Decree 54/2017/ND-CP stipulating the order and procedures for exporting medicinal herbs on the list of rare and endemic medicinal herbs are carried out as follows:

Step 1: Submit application

  • The facility requesting an export license shall submit the application directly or by mail to the Ministry of Health.

Step 2: After receiving the dossier, the Ministry of Health returns to the requesting facility the dossier receipt form according to Form No. 01 in Appendix I issued with Decree 54/2017/ND-CP;

  • In case there is no request to amend or supplement the dossier, the Ministry of Health shall issue an export license within 10 working days from the date recorded on the dossier receipt note;
  • In case there is a request to amend or supplement the dossier, the Ministry of Health shall send a document to the facility requesting the dossier to be amended or supplemented within 07 working days from the date recorded on the dossier receipt slip. ;
  • After receiving the amended and supplemented dossier, the Ministry of Health shall return to the facility the Receipt of amended and supplemented dossier;
  • Within 06 months from the date of the Ministry of Health’s written notice of amendments and supplements, the facility applying for an export license must submit the application for amendments and supplements as requested. After the above deadline, if the establishment does not amend or supplement or after 12 months from the date of first submission of the application, if the additional application does not meet the requirements, the submitted application is no longer valid.
