E-commerce app registration process

According to the provisions of Article 14 and Article 15 of Circular 59/2015/TT-BTC issued by the Ministry of Finance on December 31, 2015, businesses need to take the following steps to register an e-commerce app:

Registration documents

To register an e-commerce app, businesses need to prepare complete documents according to regulations, including:

  1. Application for registration of application to provide e-commerce services (according to the Form in the Appendix issued with this Circular).
  2. Authenticated copy of establishment decision (for organizations), business registration certificate, investment certificate or investment license (for traders).
  3. Project for providing e-commerce services.
  4. Regulations governing the operation of applications providing e-commerce services.
  5. Sample service contract or cooperation agreement between traders and organizations that own applications providing e-commerce services and traders, organizations and individuals participating in buying and selling or organizing auctions and promotions for goods and services on that application.
  6. General transaction conditions apply to buying and selling activities or organizing auctions and promotions of goods and services on the application (if any).

Implementation steps

Pursuant to Article 15 and Article 16 of Circular 47/2014/TT-BCT issued by the Ministry of Industry and Trade on December 5, 2014, receiving and processing e-commerce app registration documents is done online at E-commerce Operations Management Information Portal website (www.online.gov.vn), specifically as follows:

Step 1: Register an account

Visit the website www.online.gov.vn and register an account by providing information about the business: company name, tax code, business field, headquarters address, contact information.

Step 2: Get a login account

Within 3 working days, the Ministry of Industry and Trade will send an email notifying the account registration results with one of the following contents:

  • If the account registration information is complete, the trader or organization will be granted an account to log into the system and proceed to Step 3;
  • If account registration is refused or additional information is requested, traders and organizations must re-register or supplement information as requested.

Step 3: Submit online application

Log in to the system, select the “Register for applications providing e-commerce services” function, declare information according to the form and attach a scanned copy of the profile.

Step 4: The Ministry of Industry and Trade processes the application

Within 7 working days, the Ministry of Industry and Trade will email feedback on the results of application processing with the following contents:

  • Confirm complete and valid registration documents and request traders and organizations to continue with Step 5;
  • Notification of invalid registration documents or request for additional information. Then traders and organizations return to Step 3 to re-declare or supplement information and documents as requested.

Step 5: Submit a valid paper application

After receiving notice confirming the validity of the online application, the enterprise needs to send the complete paper registration application to the Department of E-commerce and Digital Economy – Ministry of Industry and Trade. Note: Information on the paper application must match the information declared online.

Step 6: Confirm registration

The Department of E-Commerce and Digital Economy will review paper documents and compare them with information declared online. If the application is valid, the Department will confirm the registration for the business within 5 working days.

Step 7: Add code “Registered”

After confirming registration, the Ministry of Industry and Trade will send the code to the business to attach to the website, displaying the “Registered” icon. When users click on this icon, they will be redirected to the business’s registration information page on the E-commerce Operations Management Portal.
