  • Exam registration form: Individuals need to submit 01 exam registration application with a 4×6 photo taken within 06 months. This registration application must comply with the form in Appendix XXI issued with Decree 96/2024/ND-CP.
  • Personal documents: Including certified copies of identity card (ID card), citizen identification card (CCCD), passport or other documents proving Vietnamese nationality as prescribed.
  • High school diploma or higher: Certified copy of educational degree from high school or equivalent or higher.
  • Certificate of course completion: Individuals must submit a certificate of completion of a knowledge training course on practicing real estate brokerage from a recognized training facility.
  • Photos and envelopes: Submit 02 4×6 photos taken within 06 months, accompanied by 02 stamped envelopes clearly stating the recipient’s full name, phone number and address.
  • Foreign certificate (if any): For foreigners or Vietnamese with a real estate brokerage certificate issued by a foreign country, a certified copy and translation of the certificate need to be submitted.

Execution order

The process of granting a new real estate brokerage practice certificate is carried out through the following steps:

  • Step 1: Individuals submit exam registration documents to the Provincial People’s Committee or to units authorized to organize the exam. Documents must be submitted before the exam and must be submitted with exam fees as prescribed in Point a, Clause 5, Article 19 of Decree 96/2024/ND-CP.
  • Step 2: Test: Candidates will take a test on real estate brokerage knowledge and skills. This exam is usually organized according to the announcement of the Provincial People’s Committee, with strict supervision to ensure fairness and quality. The exam organizing unit is responsible for transferring photocopies of the exam and records of those individuals to the Provincial People’s Committee for issuance of certificates.
  • Step 3: Approve exam results: After the exam, the Chairman of the Examination Council will report the results to the Chairman of the Provincial People’s Committee to approve the list of individuals eligible for certification. On that basis, the Provincial People’s Committee will make a decision to issue a certificate.
  • Step 4: Issuing certificate: Within 10 working days of receiving all valid documents and exam results, the Provincial People’s Committee will print and issue practice certificates to qualified individuals.
  • Step 5: The Provincial People’s Committee will keep records of certified individuals within 10 years from the date of issuance for management and lookup when necessary.

In what cases is a real estate brokerage practice certificate revoked?

According to Article 33 of Decree 96/2024/ND-CP, real estate brokerage practice certificates will be revoked in the following cases:

  • The individual to whom the certificate is issued has lost or has limited civil act capacity.
  • The certificate holder commits acts of declaring false information in the certificate application, including forging documents or not providing all necessary information.
  • The certificate is erased or modified: The certificate is falsified, or there is any intervention that distorts the information.
  • Individuals who lend or rent their certificates to others for illegal practice purposes.
  • Individuals violating regulations on professional ethics and other regulations stated in Article 8 of the Law on Real Estate Business 2023.

In case the certificate is revoked, the Provincial People’s Committee where the certificate was issued is responsible for carrying out the revocation and publicly announcing it on its website. People whose certificates are revoked must return the issued certificates and their names will be removed from the list of real estate brokers.
