Thus, tourist accommodation establishments are not required to register for ratings. Any facility that wishes to be ranked must register with the competent authority.

Documents for recognition of 5-star hotel according to regulations

Pursuant to the provisions of Clause 4, Article 50 of the Law on Tourism 2017, Point g, Clause 2, Article 18 of Circular 06/2017/TT-BVHTTDL, the application for 5-star hotel rating includes:

  1. Application for recognition of tourist accommodation establishment class according to Form No. 07 Issued together with Circular No. 06/2017/TT-BVHTTDL, amended by point c, clause 5, Article 2 of Circular No. 13/2019/TT-BVHTTDL effective from January 20, 2020; Point a Clause 2 Article 2 Circular 04/2024/TT-BVHTTDL takes effect from August 20, 2024.
  2. Self-assessment of the quality of tourist accommodation establishments according to the provisions of national standards on ranking tourist accommodation establishments.
  3. List of managers and employees in tourist accommodation establishments.
  4. Certified copies of diplomas, certificates, professional training certificates and certificates of working time in the tourism sector of managers and department heads in tourist accommodation establishments.

According to Clause 5, Article 50 of the Law on Tourism 2017, the procedure for recognizing the class of tourist accommodation establishments is prescribed as follows:

  • Organizations and individuals doing business in tourist accommodation services submit 01 sets of documents to the competent state agency specified in Clause 3 of this Article. In case the dossier is invalid, within 03 working days from the date of receiving the dossier, the competent state agency must notify in writing and clearly state the request for amendment and supplementation;
  • Within 30 days from the date of receipt of valid documents, the competent state agency shall preside over and coordinate with socio-professional organizations in tourism to appraise and make a decision to recognize the class of tourist accommodation establishment; In case of non-recognition, it must be notified in writing and clearly state the reason.

The decision to recognize the class of tourist accommodation establishment is valid for 05 years. After the deadline expires, organizations and individuals providing tourist accommodation services that wish to re-register for re-classification of tourist accommodation establishments must re-implement the registration procedures according to law.
