What is a fire protection training certificate and in what cases can it be reissued?

According to the provisions of Decree No. 136/2020/ND-CP and Decree No. 50/2024/ND-CP, the re-issuance of fire prevention professional training certificate applies to subjects who have been previously certified. A certificate of fire prevention and fighting training is legally valid, proving that the owner has been trained in fire prevention and fighting.

Subjects who must be trained in fire prevention and fighting skills include: people with the title of fire fighting commander, members of civil defense teams, grassroots fire prevention and fighting teams, members of specialized fire prevention and fighting teams, people working in environments with fire and explosion hazards, drivers of motor vehicles transporting passengers with more than 29 seats and vehicles transporting goods at risk of fire and explosion, people in charge of fire prevention and fighting at establishments on the prescribed list, and members of forest fire prevention and fighting teams.

Competent authority

Implementation process

The procedure for re-issuance of fire prevention professional training certificate at the provincial level is specified in subsection 9, Part B, Section II of the Administrative Procedures issued with Decision 3384/QD-BCA-C07 2024. This procedure is carried out in the following order:

Step 1: Individuals and organizations prepare documents according to the provisions of law.

Step 2: Individuals and organizations submit documents to the Police Department of Fire Prevention, Fighting and Rescue – Provincial Police in one of three ways: directly at the One-Stop Department, through public postal services, or online at the National Public Service Portal, Public Service Portal of the Ministry of Public Security.

Step 3: Receiving officer checks the validity and composition of the dossier:

If the application is valid and complete, write a receipt for handling administrative procedures on fire prevention and fighting, give 01 copy to the applicant and save 01 copy or send a receipt notice via email or phone message to the agency, organization or individual submitting the application;

If the application is incomplete or invalid, return it, instruct on completing the application and write information on the Document Supplement Instructions Sheet, give 01 copy to the applicant and save 01 copy or write down the content of instructions on supplementing the application to notify via email or phone message of the agency, organization or individual submitting the application.

Step 4: Based on the appointment date on the receipt of administrative procedures for fire prevention and fighting or notification via email or phone message, individuals and organizations go to the place of application to receive results directly or via public postal service, or receive electronic results on the public service account where the application was previously submitted.

Time limit for resolution and return of results

The time limit for resolving procedures for reissuing the Fire Prevention and Fighting Professional Training Certificate is clearly specified in Point b, Clause 12, Article 1 of Decree No. 50/2024/ND-CP. Accordingly, the time limit for reissuing the Fire Prevention and Fighting Professional Training Certificate is 05 working days from the date of receipt of complete and valid documents.
