Step 1: Prepare documents and submit documents

Agencies, organizations and individuals submit 01 set of documents to the competent authority to issue the certificate in one of the following forms:

  • Directly at the One-Stop Department of the competent authority;
  • Online at the Public Service Portal, the information system for handling administrative procedures of competent authorities (for documents and papers on the list of state secrets, comply with the provisions of law on protection of state secrets);
  • Through the public postal service.

Step 2: Evaluate the application for certification

The officer receiving the dossier is responsible for checking the composition and validity of the dossier and complying with the following regulations:

  • In case the dossier is complete and valid according to regulations, receive and record information on the Receipt Form for handling administrative procedures on fire prevention and fighting or record the receipt content for notification via email or phone message of the agency, organization or individual submitting the dossier.
  • In case the dossier is incomplete or not valid according to regulations, instructions on completing the dossier according to regulations and recording information in the Instruction sheet for supplementing dossiers requesting settlement of administrative procedures on fire prevention and fighting or recording the content of instructions for supplementing dossiers will be notified via email or phone message of the agency, organization or individual submitting the dossier.

  • In case of submitting the application via public postal service, the officer receiving the application must send 01 copy of the Receipt Form for settlement of administrative procedures on fire prevention and fighting or the Form of instructions and supplementation of dossiers requesting settlement of administrative procedures on fire prevention and fighting to the agency, organization or individual that previously submitted the application and save 01 copy.

According to the provisions of Clause 12, Article 33, Decree 136/2020/ND-CP and amended by Point b, Clause 12, Article 1, Decree 50/2024/ND-CP, the time limit for resolving procedures for issuing certification of fire protection training is specified as follows:

  1. For training and guidance establishments on fire prevention and fighting operations that request the Police Department to issue a Training Certificate: within 05 working days from the date of receiving complete and valid documents, the Police Department is responsible for organizing the inspection, evaluating the results and issuing a Certificate of training in fire prevention and fighting operations to individuals with satisfactory test results (Form No. PC35). In case the Certificate is not issued, there must be a written response, clearly stating the reason.
  2. For agencies, organizations, establishments and individuals requesting the Police to organize training and issue training certificates:
  • Within 14 days from the date of receiving complete and valid documents, the Police agency is responsible for organizing training and issuing Fire Prevention and Fighting Professional Training Certificates to individuals with satisfactory test results (Form No. PC35). In case the Certificate is not issued, there must be a written response, clearly stating the reason.
  • In case the number of people registered for training is less than 20 people: the Police agency is responsible for gathering, announcing the time and location of the training, and inspecting and evaluating the results.
  1. The time limit for reissuing the Fire Prevention and Fighting Professional Training Certificate is 05 working days from the date of receipt of complete and valid documents. In case of not re-issuing the Certificate, there must be a written response, clearly stating the reason.
