Conditions for granting project management practice certificates

Pursuant to Article 73 of Decree 15/2021/ND-CP, individuals are considered for project management practice certificates when they meet the conditions in Article 66, Article 67 of this Decree and the corresponding articles below:

Grade I:

Has worked as project management director of at least 01 project from group A or 02 projects from group B or higher in the field for which a practicing certificate is requested; or have one of three corresponding types of practice certificates (class I construction design; class I construction supervision; class I construction valuation) and have participated in project management of at least 01 project from group A or 02 projects from group B or higher in the field for which a practicing certificate is requested.

Class II:

Has worked as project management director of 01 project from group B or 02 projects from group C or higher in the field for which a practicing certificate is requested or has one of three corresponding types of practicing certificates (construction design). Grade II construction; Grade II construction supervision; Grade II construction valuation) and has participated in project management of at least 01 project from group B or 02 projects from group C or 03 projects with requirements. Requires preparation of an economic-technical report or higher in the field in which a practicing certificate is requested.

Class III:

Participated in project management of at least 01 projects from group C or higher in the field for which a practicing certificate is requested.

Application for project management consulting certificate

According to Decree 15/2021/ND-CP, the application for a project management consulting certificate needs to be fully prepared with the following documents:

1. Application for a practicing certificate according to Form No. 01 Appendix IV of Decree 15/2021/ND-CP;
2. 02 color photos measuring 4 x 6 cm and a photo file with a white background of the applicant’s portrait taken within no more than 06 months;
3. Diploma issued by a legal training facility appropriate to the type and class of certificate requested; In case the diploma does not state the major of training, a transcript must be submitted as a basis for examination and evaluation;
4. Practicing certificate issued by a competent authority in case of request for class adjustment or extension of practicing certificate;
5. Decisions to assign work (assign tasks) of the organization to the individual or written confirmation from the legal representative of the investor about the typical tasks that the individual has completed according to the declared content. The person signing the confirmation must be responsible for the truthfulness of the confirmation content. In case an individual practices independently, there must be a contract and a record of acceptance of the declared typical tasks performed;
6. Legal documents of residence or work permit issued by a competent Vietnamese agency in case the individual is a foreigner;
7. Copy of satisfactory test results in case the test was taken before the date of submitting the application for a practicing certificate.

Note:

• For diplomas issued by foreign training institutions, they must be consular legalized according to regulations and must have a notarized and authenticated translation into Vietnamese.
• Documents specified in sections 3, 5 and 6 must be certified copies or files containing color photos taken from the original or copy, presenting the original for comparison or the practice certificate code for comparison with documents in item 4.

Registration process for project management consulting certificate

Agency receiving registration dossiers

Pursuant to Article 64 of Decree 15/2021/ND-CP. The authority to issue project management practice certificates is decentralized as follows:

• The specialized construction agency under the Ministry of Construction issues Class I practice certificates;
• The Department of Construction issues class II and class III practice certificates;
• Recognized social-professional organizations specified in Article 81 of Decree 15/2021/ND-CP issue class II and class III practice certificates to individuals who are their members.

Procedures for resolution

Pursuant to Decree 15/2021/ND-CP. Procedures for applying for a project management practice certificate are carried out as follows:

Step 1: Submit application

• The individual submits 01 set of application documents for a practicing certificate according to regulations online or by post or submits directly to the agency competent to issue the practicing certificate.

Step 2: Receive applications and issue practice certificates

• From the date of receipt of complete and valid documents, the competent agency is responsible for issuing a project management consulting practice certificate within 20 days.
• In case the application is incomplete or invalid, the competent authority issuing the practice certificate must notify the individual requesting the practice certificate in writing once within 05 working days from the date of receipt of the application.
