  • The housing has completed acceptance testing for use according to construction laws but is not yet occupied.
  • Functional conversion of non-public housing is only permitted in the following cases:
    • Converting resettlement housing to social housing.
    • Converting social housing (when no longer in demand) to resettlement housing.
    • Converting student or worker housing to social housing.
    • Converting student or resettlement housing (that is ineligible for social housing conversion) for auction.
  • For apartment buildings, conversion may apply to part or all of the building.
  • The functional conversion must not alter the technical or social infrastructure of the area. It must comply with construction codes, standards, and fulfill financial and tax obligations for the converted housing.
  • The housing for conversion must have the same construction investment capital source as the post-conversion housing.

Implementation Order

  • Step 1: Dossier Submission
    • The investor prepares 01 dossier set and submits it to the provincial-level People’s Committee where the housing is located. Submission methods include: direct submission, postal service, or online to the provincial Public Administration Service Center.
  • Step 2: Dossier Review and Consultation
    • Within 05 days of receiving the dossier, the provincial-level People’s Committee checks the dossier and sends it for consultation with relevant local agencies.
    • Within 15 days of receiving the request from the People’s Committee, the relevant agencies must provide written opinions.
  • Step 3: Conversion Approval
    • The provincial-level People’s Committee synthesizes the opinions, reviews the dossier, and issues a written approval for the housing functional conversion or provides a clear reason if the conditions for conversion are not met. This document is sent to the investor.
