2. To act as lottery agents, organizations and individuals must ensure the following conditions:

• Be a Vietnamese citizen permanently residing in Vietnam; If it is an organization, it must be an economic organization legally established and operating in Vietnam;
• There is a form of payment guarantee as prescribed in Article 13 of Decree 30/2007/ND-CP to ensure payment obligations for lottery businesses;
• Officials and employees working at lottery businesses; spouse, father, adoptive father, mother, adoptive mother, child, adopted child, biological brother, sister, adoptive brother, sister of the Chairman, General Director, Director, Deputy General Director, Deputy Director Directors, Chief Accountants and heads and deputy heads of professional departments and divisions of lottery businesses are not allowed to act as lottery agents.
• Lottery agents receive agent commissions on the value of lottery tickets sold and payment fees on the value of prizes paid.
