Is an organization or enterprise established under Vietnamese law with functions, tasks or registered business lines consistent with the services and information provided posted on the National Information Portal. business registration;
Have organization and personnel that meet regulations on information content management and technical departments.
Registered domain name to use to set up general information website, social network and meets the following regulations:
For organizations and businesses that are not press agencies, the sequence of characters that make up the domain name must not be the same or identical to the name of the press agency.
General electronic information pages and social networks use at least one “.vn” domain name and store information on a server system with an IP address in Vietnam.
Use at least 01 “.vn” domain name and host it on a server with an IP in Vietnam
Comply with regulations on Internet resource management
Meet the technical conditions according to the following regulations:
Store general information content for at least 90 days from the time of posting; Store the posted information processing log for at least 02 years;
Receive and process warnings of violation information from users;
Detect, warn and prevent illegal access and attacks on the network environment and comply with information security standards;

Organizational system (by vertical sector) of centrally affiliated organizations at the local level (including organizations in the state system, political organizations, socio-political organizations, and social organizations) associations, state-owned enterprises);
Universities, colleges, academies, colleges, educational establishments, vocational training establishments with local headquarters;
Enterprises licensed to operate by central state management agencies have local headquarters;
Units affiliated to corporations with local headquarters.
