Based on the ordinal number box 8, subsection 1, section I, part I of the list of administrative procedures issued with Decision No. 1105/QD-BXD, the competent authority issues conversion of the construction practice certificate of the first class I of foreigners is the specialized construction agency under the Ministry of Construction.

Application for conversion of Grade I construction practice certificate for foreigners

Pursuant to Decision 1105/QD-BXD issued by the Ministry of Construction on October 26, 2023, the application file for converting a Grade I construction practicing certificate for foreigners includes:

• Application for conversion of practicing certificate according to Form No. 03 Appendix IV of Decree 15/2021/ND-CP amended and supplemented in Appendix VII of Decree 35/2023/ND-CP.
• 02 color photos measuring 4 x 6 cm and a photo file with a white background of the applicant’s portrait taken within no more than 06 months.
• Copies of training diplomas and practice certificates issued by foreign agencies and organizations that have been consular legalized, translated into Vietnamese and notarized and authenticated according to the provisions of Vietnamese law.
• Certified copy or file containing color photos taken from the original or photocopy, present the original for comparison of legal documents on residence or work permit issued by competent Vietnamese agencies according to regulations determined.

Procedures for converting Grade I construction practice certificates to foreigners

Pursuant to Decision 1105/QD-BXD issued by the Ministry of Construction on October 26, 2023, the procedure for converting Grade I construction practice certificates to foreigners includes the following steps:

Step 1: Individuals submit directly, via postal service or online, 01 set of application documents for a construction practice certificate to the Department receiving and returning results of administrative procedures (one-stop department) of the Ministry. Build.

Step 2: Within 05 working days from the date of receipt of the application dossier, in case the dossier is incomplete or invalid, the specialized construction agency under the Ministry of Construction must notify the individual in writing once. Individuals applying to convert their practicing certificates do not require a test.

Step 3: From the date of receipt of complete and valid documents, the specialized construction agency is responsible for issuing the construction practice certificate

Step 4: Within 05 working days from the date of issuance of the certificate, the competent certification agency is responsible for posting information about the individual on the website under its management, and at the same time sending the information to the specialized construction agency under the Ministry of Construction for integration on the Ministry of Construction’s website. Within 03 working days from the date of receiving information from the competent authority to issue certificates, the specialized construction agency under the Ministry of Construction shall integrate it on the electronic information page of the Ministry of Construction.
