• Consult with relevant agencies, organizations and individuals; Actual inspection of information on investment projects, facilities, production, business, concentrated service zones, industrial clusters; Organize the appraisal and issuance of environmental permits.

Step 3: Competent authority conducts appraisal

• The appraisal council or inspection team, including members appointed by the irrigation management agency, will participate in appraising documents and inspecting the project. In case the comment period expires and there is no response, the authorities will consider agreeing to grant the environmental permit.

Step 4: Issue environmental permit

• Based on the appraisal results of the appraisal council, appraisal team or the results of the inspection team, the results of the actual inspection, the competent authority to grant environmental licenses shall consider and grant environmental licenses to investment projects and facilities in cases where the conditions for granting environmental licenses are met.

1. Fees for appraisal of issuance and re-issuance of environmental permits

• For projects or facilities in group I (excluding facilities providing hazardous waste treatment services or importing scrap as raw production materials that have come into operation): 50 million VND/paper permission.
• For projects or facilities in Group II or projects/facilities located in two or more provincial administrative units or coastal areas where the administrative management responsibilities of the Provincial People’s Committee have not yet been determined: 45 million VND/license.

2. Fees for appraisal and issuance and re-issuance of environmental permits for projects providing hazardous waste treatment services or hazardous waste treatment facilities

• Projects or facilities with 4 or more hazardous waste treatment equipment: 60 million VND/license for projects; 40 million VND/license for establishments.
• From 5 to 10 hazardous waste treatment equipment: 65 million VND/license for projects; 50 million VND/license for establishments.
• From 11 or more hazardous waste treatment equipment: 70 million VND/license for projects; 60 million VND/license for establishments.

3. Fees for appraisal and issuance and re-issuance of environmental permits for scrap import facilities and projects

• For other scrap: 55 million VND/license for projects; 35 million VND/license for establishments.
• Plastic scrap: 60 million VND/license for projects; 40 million VND/license for establishments.
• Paper scrap: 65 million VND/license for projects; 45 million VND/license for establishments.
• Iron and steel scrap: 75 million VND/license for projects; 50 million VND/license for establishments.

4. Fees for appraisal and issuance of environmental license adjustments

The fee for granting environmental license adjustments is 15 million VND/license for each project or facility.
