• Is an enterprise established according to the provisions of law on enterprises.
• Deposit money for international travel services business at the bank.
• The person in charge of the travel service business must have graduated from college or higher with a major in travel; If you graduate from college or higher in another major, you need a certificate of international tourism operations.

2. Conditions for tourist transport business

According to Clause 2, Article 45 of the Law on Tourism 2017, transport business entities need to meet the conditions for transport business; technical regulations, environmental protection of means of transport; conditions of transport vehicle drivers, service staff, equipment, and service quality on each type of transport vehicle.

Detailed regulations on the conditions of transport vehicles, vehicle drivers, service staff, equipment, and service quality on tourist transport vehicles will be regulated by the Minister of Transport. determined after receiving opinions from the Ministry of Culture, Sports and Tourism.

3. Conditions for tourist accommodation service business:

Conditions for tourist accommodation service business are specified in Clause 1, Article 49 of the Law on Tourism 2017, specifically:

• Have business registration according to the provisions of law;
• Meet the conditions of security, order, safety of fire prevention and fighting, environmental protection, and food safety according to the provisions of law;
• Meet minimum conditions for technical facilities and services to serve tourists.

Process of establishing a travel company

Register to establish a business

The basic business establishment registration documents will be the same for all types. Based on Articles 19 to 22 on registration documents for each type of company, below are the necessary documents when registering to establish a business:

• Application for business registration.
• Company charter.
• List of members or shareholders (depending on the type of company).
• Notarized copies of identification documents of founding members/shareholders.
• Other additional documents (if any) upon specific request.

Steps to register a business establishment:

Step 1: Submit application:

Business owners or authorized persons can register their business through the following methods:

• Register directly at the Business Registration Office where the business is headquartered.
• Register via postal service.
• Register through the electronic information network system.

Step 2: The Business Registration Office reviews the documents:

The Business Registration Office will review the validity of the submitted documents within 03 working days. If the application is valid, they will issue a Business Registration Certificate. In case the application is incomplete, this agency will request amendments and supplements and notify the applicant. If refused, the registration agency will notify you in writing and give specific reasons.

Step 3: Disclosure of business information

After the enterprise receives the Registration Certificate, the enterprise must publish its information on the National Business Registration Portal. • Certified copy of Business Registration Certificate.
• Certificate of deposit for travel service business.
• A certified copy of the appointment decision or labor contract between the business and the person in charge of the travel service.
• Certified copies of diplomas and certificates of the person in charge of travel services.

Implementation procedures:

• Enterprises submit applications to the provincial tourism authority where the enterprise is headquartered.
• This agency will evaluate and issue the License within 10 days of receiving a valid application. If the dossier is invalid or insufficient, the registration agency will request additional information and notify the reason for refusal.

Legal basis: Article 32 of the Law on Tourism 2017.

2. Procedures for granting an international travel service business license

• Application for License according to form.
• Certified copy of Business Registration Certificate or Investment Registration Certificate.

• Enterprises submit applications to the General Department of Tourism.
