Pursuant to Clause 1, Article 31 of the Law on Tourism 2017, regulations on domestic travel service business conditions include:

• Is an enterprise established according to the provisions of law on enterprises;
• Deposit for domestic travel service business at the bank;
• The person in charge of the travel service business must have graduated from intermediate school or higher with a major in travel; In case of graduating from intermediate school or higher in another major, a certificate of domestic tourism operations must be obtained.

In addition, according to the provisions of Clause 3, Article 31 of the Law on Tourism 2017, businesses must meet the above conditions to be granted a Domestic Travel Service Business License.

Thus, a deposit for domestic travel business is mandatory to ensure that the business operates effectively and in accordance with the law.

Current deposit level for domestic travel services business

According to Article 14 of Decree 168/2017/ND-CP (amended by Article 1 of Decree 94/2021/ND-CP), the deposit level for travel service business is regulated as follows:

1. Domestic travel service business: 20,000,000 VND;

2. International travel service business:

• For international tourists to Vietnam: 50,000,000 VND;
• For tourists going abroad: 100,000,000 VND;
• For international tourists to Vietnam and tourists going abroad: 100,000,000 VND.

Thus, based on the above regulations, the current deposit level when doing domestic travel services is 20,000,000 VND that businesses in this field need to pay attention to.

In what cases does a travel service business use deposits?

According to Article 16 of Decree 168/2017/ND-CP (amended by Article 1 of Decree 94/2021/ND-CP), the security deposit of travel service businesses is used in cases where tourists die, have accidents, have risks, or have their lives violated and need to be brought back to their place of residence or receive emergency treatment, and the business is unable to arrange funds to resolve the issue promptly. At the same time, the business sends a request for temporary release of the security deposit to the agency that issues the travel service business license.
