• Class II: Have a university degree in an appropriate major, have a period of experience participating in work consistent with the content of the application for a practicing certificate of 04 years or more;
• Class III: Have appropriate professional qualifications, have a period of experience participating in work consistent with the content of the application for a practicing certificate of 02 years or more for individuals with a university degree; 3 years or more for individuals with college or intermediate degrees.

Components of dossier for conversion of class II and III construction practice certificates for foreigners

Pursuant to Clause 4, Article 76 of Decree 15/2021/ND-CP (amended by Point c, Clause 23, Article 12 of Decree 35/2023/ND-CP), the application for conversion of construction practice certificate Class I of foreigners includes:

• Application for conversion of practicing certificate according to Form No. 03 Appendix IV of Decree 15/2021/ND-CP amended and supplemented in Appendix VII of Decree 35/2023/ND-CP;
• 02 color photos measuring 4 x 6 cm and a photo file with a white background of the applicant’s portrait taken within no more than 06 months;
• Copies of training diplomas and practice certificates issued by foreign agencies and organizations that have been consular legalized, translated into Vietnamese and notarized and authenticated according to the provisions of Vietnamese law;
• Certified copy or file containing color photos taken from the original or photocopy, present the original for comparison of legal documents on residence or work permit issued by competent Vietnamese agencies according to regulations.

Pursuant to Decision 1105/QD-BXD issued by the Ministry of Construction on October 26, 2023, the procedure for granting conversion of construction practice certificates class II and III to foreigners includes the following steps:

Step 1: Individuals submit directly or via postal service or online 01 set of documents requesting conversion of construction practice certificate to the Provincial Public Administration Service Center or the Department receiving and returning solution results.
