What is CFS?

  • There is a request from export traders to issue CFS for goods.

Prepare documents

Pursuant to Point a, Clause 3, Article 11 of Decree 69/2018/ND-CP, the dossier includes

  • Written request for issuance of CFS (01 original copy);
  • Investment certificate or business registration certificate, enterprise registration certificate (01 copy);
  • List of manufacturing facilities (01 original copy);
  • Applicable published standards (01 copy).

Execution order

According to Clause 3, Article 11 of Decree 69/2018/ND-CP, the CFS issuance process includes the following steps:

Step 1: Submit application

Traders submit 01 set of documents to the Ministry or ministerial-level agency through one of the following forms:

  • Direct;
  • By mail;
  • Online (if available).

Step 2: Receive, process and issue CFS

  • In case the dossier is not complete and in accordance with regulations, within 3 working days from the date of receiving the dossier, the CFS issuing agency will notify the trader to complete the dossier.
  • The time limit for issuing CFS is no more than 3 working days from the date the trader submits a complete and correct application according to regulations. In case a CFS is not issued, the CFS-issuing agency will issue a written response clearly stating the reason.
