Procedure for applying for temporary residence cards for Chinese people

Pursuant to Point a, Clause 2, Article 37 of the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2014, the authority competent to handle applications for temporary residence cards for Chinese people is the Immigration Department.
Implementation steps
Pursuant to Clause 2, Article 37 of the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2014 (amended and supplemented in 2020), the procedure for applying for a temporary residence card for Chinese people is:
Step 1: Submit application:
- Agencies, organizations, and individuals inviting or sponsoring directly submit applications for temporary residence cards to foreigners falling into the cases specified in Clause 2, Article 36 of the Law on Entry, Exit, Transit, and Residence of foreigners in Vietnam, submit applications at the Immigration Management Agency of the Provincial Police where the inviting or sponsoring agency or organization is headquartered or where the inviting or sponsoring individual resides.
- Or submit your application online via the National Public Service Portal or the Public Service Portal of the Ministry of Public Security and submit additional documents via the public postal service according to the notice of the Immigration Department on the Public Service Portal or the Public Service Portal of the Ministry of Public Security (if any).
Step 2: The officer receiving the dossier checks the legality and content of the dossier:
- If the application is complete and valid, the application will be received, printed and issued with an appointment letter to return the results to the applicant; Require payment of fees to toll collection officers. The fee collection officer collects the money, delivers the payment receipt to the person requesting a temporary residence card or announces on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security requesting to apply for a temporary residence card with online payment and receive electronic receipts.
- If the dossier is missing or invalid, the officer receiving the dossier will provide instructions or notify the National Public Service Portal or the Public Service Portal of the Ministry of Public Security so that the applicant can complete the dossier.
- In case of not meeting the conditions, do not accept the application, respond in writing or notify the National Public Service Portal or the Public Service Portal of the Ministry of Public Security and clearly state the reason.
Step 3: Return results:
- The applicant for a temporary residence card directly receives the results at the Immigration Management Agency of the Provincial Police. When you come to receive the results, bring the results return appointment letter, identification documents, and payment receipts for comparison.
