According to the provisions of Clause 1, Article 34 of the Law on Tourism 2017, there are 2 main cases that require re-issuance of the International Travel Service Business License:
In case the travel service business license is lost
Lost license: Lost or lost by the business during the process of storing and preserving documents.
License no longer found: The business cannot find the license again after multiple checks.
License destroyed: Due to natural disasters, fires, or other force majeure incidents, the license no longer exists.
In case the travel service business license is damaged
License cannot be used: Information on the license is blurred, torn, or deformed, making it no longer valid in form or content.
Information is no longer clear: The license is damaged, causing the content to be unreadable or important parts of the license to be lost.
Torn license, lost corners: Makes the license no longer intact, affecting the legality.
The above cases require businesses to carry out procedures to apply for a license to continue operating legally.
Conditions for re-issuance of International Travel Services Business License
The conditions for re-issuing a license will be similar to the conditions when issuing a new license and are specified in Article 31 of the Law on Tourism 2017. Accordingly, businesses need to meet the following conditions:
Being an enterprise that has been granted a License to conduct international travel services: This condition means that the enterprise has previously been granted a license and has operated in the field of international travel business. Businesses must ensure that they have registered a legal travel business.
Deposit for international travel service business: According to Decree 94/2021/ND-CP, businesses must make a deposit at the bank in accordance with regulations, deposit level is: 250 million VND: Serving tourists international travel to Vietnam; 500 million VND: Serving Vietnamese guests abroad; 500 million VND: Serves both groups of customers above.
Person in charge of travel services: This person must have a degree in travel. If graduating from another field, the person in charge must have a professional certificate in international tourism operations.
This condition ensures that the person in charge has full professional capacity to operate and manage the travel business.
Order and procedures for reissuing the License to conduct international travel services
Re-issuing an international travel service business license needs to follow a specific process to ensure legality. This process is specified in Clause 2, Article 34 of the Law on Tourism 2017 and detailed instructions in relevant documents.
Application for re-issuance of International Travel Service Business License
The license re-issuance application includes the following documents:
Application for re-issuance of International Travel Services Business License (according to sample number 05 issued together with Circular 06/2017/TT-BVHTTDL).
Authorization document (if the applicant is not the legal representative of the business).
The above documents need to be prepared fully and accurately to avoid the need for additional documents, prolonging processing time.
Execution order
Step 1: The enterprise sends the application for re-issuance of the International Travel Service Business License to the General Department of Tourism (under the Ministry of Culture, Sports and Tourism).
Step 2: Within 05 working days from the date of receiving complete and valid documents, the competent authority will review and re-issue the license to the business. In case of refusal to re-issue the license, the General Department of Tourism must notify in writing and clearly state the reason.
Step 3: After reissuing the license, the General Department of Tourism will notify the specialized tourism agency of the province where the business is headquartered.

The fee for reissuing an international travel business license is 750,000 VND/license. This fee is specified in Circular 43/2024/TT-BTC of the Ministry of Finance, effective from July 1, 2024 to December 31, 2024.
