General conditions

To be granted a project management certification, an individual must meet the general conditions specified in Article 66 of Decree 15/2021/ND-CP including the following conditions:

1. Have full capacity for civil acts according to the provisions of law; Have residence papers or work permits in Vietnam for foreigners and Vietnamese residing abroad.
2. Have professional training, time and work experience consistent with the content of the application for a practicing certificate as follows:

• Class I: Have a university degree in an appropriate major, have a period of experience participating in work consistent with the content of the application for a practicing certificate of 07 years or more;
• Class II: Have a university degree in an appropriate major, have a period of experience participating in work consistent with the content of the application for a practicing certificate for 04 years or more;
• Class III: Have appropriate professional qualifications, have a period of experience participating in work consistent with the content of the application for a practicing certificate of 02 years or more for individuals with a university degree; 3 years or more for individuals with college or intermediate degrees.

Separate conditions for each capacity class

In addition, when participating in construction investment project management consulting activities, individuals must meet the conditions corresponding to the capacity classes specified in Article 152 of the Law on Construction 2014, amended and supplemented in 2020. and guided by Article 94 of Decree 15/2021/ND-CP). Specifically as follows:

1. Grade I:

• Individuals holding the title of project management director have a Class I project management practice certificate;
• Individuals in charge of specialized fields must have a practice certificate in construction supervision and Class I construction valuation appropriate to the work undertaken;
• Individuals participating in project management have expertise and skills appropriate to the work undertaken;
• Have performed project management of at least 01 group A project or 02 group B projects or higher.

1. Class II:

• Individuals holding the title of project management director must have a project management practice certificate of Grade II or higher;
• Individuals in charge of specialized fields must have a practicing certificate in construction supervision and construction valuation of Grade II or higher appropriate to the work undertaken;
• Individuals participating in project management have expertise and skills appropriate to the work undertaken;
• Have performed project management of at least 01 project from group B or higher or 02 projects from group C or higher.

1. Class III:

• Individuals holding the title of project management director must have a project management practice certificate of Grade III or higher;
• Individuals in charge of specialized fields must have a practicing certificate in construction supervision and construction valuation of Grade III or higher appropriate to the work undertaken;
• Individuals participating in project management have expertise and skills appropriate to the work undertaken.

Competent authority to issue certificates

According to Article 64 of Decree 15/2021/ND-CP, agencies competent to issue project management certificates include:

• The specialized construction agency under the Ministry of Construction issues Class I certificates.
• Department of Construction certified class II and III.
• Social-professional organizations recognized according to Article 81 of Decree 15/2021/ND-CP issue class II and III certificates to their members and members.

Procedure for granting Project Management Certification

Documents need to be prepared

Documents prepared to apply for a project management certification are specified in Clause 1, Article 76 of Decree 15/2021/ND-CP amended by Clause 23, Article 12 of Decree 35/2023/ND-CP effective effective from June 20, 2023 including the following documents:

1. Application for issuance of a Practicing Certificate (according to Form No. 01 Appendix IV Decree 15/2021/ND-CP) with 02 color photos measuring 4 x 6 cm with a white background of the applicant’s portrait taken within no more than 06 months;
2. Diploma issued by a legal training facility appropriate to the type and class of certificate requested; In case the diploma does not state the major of training, a transcript must be submitted as a basis for examination and evaluation.
3. Practicing certificate has been issued by a competent authority in case of request to upgrade the practicing certificate.;
4. Decisions to assign work (assign tasks) of the organization to the individual or written confirmation from the legal representative of the investor about the typical tasks that the individual has completed according to the declared content. . The person signing the confirmation must be responsible for the truthfulness of the confirmation content. In case an individual practices independently, there must be a contract and a record of acceptance of the declared typical tasks performed.
5. Legal documents of residence or work permit issued by a competent Vietnamese agency in case the individual is a foreigner.
6. Satisfactory test results in case the test was taken before the date of submitting the application for a Practicing Certificate;

Note: Documents in (2), (3), (4) must be certified copies or files containing color photos taken from the original or copy, present the original for comparison or certification code. Only practice the documents in item (3).

Procedures for Granting Project Management Certification

Pursuant to Clause 1, Article 80 of Decree 15/2021/ND-CP. Procedures for granting a project management certification are carried out as follows:

• Step 1: Individual submits 01 application for a Project Management Practicing Certificate online or by post or submits directly to the agency competent to issue the Project Management Practicing Certificate.
• Step 2: Within 20 days from the date of receipt of complete and valid documents, the competent agency is responsible for issuing the Project Management Practice Certificate.
• In case the dossier is incomplete or invalid, the agency competent to issue the project management certification must notify in writing once to the individual requesting the Project Management Practicing Certificate within the deadline. within 05 days from the date of receipt of the application dossier.
