In case the advertising location is in the planning:
If the advertising location is included in the advertising planning approved by the Provincial People’s Committee, the competent authority must issue a license within 15 days from the date of receipt of a valid application.
If a permit is not granted, the competent authority must respond in writing and clearly state the reason.
In case the locality has not approved the planning:

The competent authority to issue outdoor advertising licenses is the Department of Construction of the locality where the advertising project is located.
