The abolition of the presumptive tax (thuế khoán) requires business households to declare and pay taxes based on actual revenue. Previously, business households paid tax using the presumptive method, where (aside from the business license fee) other taxes were bundled based on estimated revenue. This mechanism will be officially abolished on January 1, 2026.
According to Clause 6, Article 10 of Decree 198/2025/QH15, from 01/01/2026, business households and individuals will no longer apply the presumptive tax method. They must pay tax according to the provisions of tax administration law.
Furthermore, Table 2 of the Scheme (issued with Decision 3389/QĐ-BTC on October 6, 2025) classifies business households into three groups based on revenue: households with revenue up to 200 million VND, households with revenue over 200 million to 3 billion VND, and households with revenue over 3 billion VND.
Each group will apply a different tax calculation method.
Based on Table 2 (Decision 3389/QĐ-BTC), business households with revenue of 200 million VND or less are exempt from Value Added Tax (VAT) and Personal Income Tax (PIT).
For this group, the law stipulates the following tax calculation methods:
VAT VAT for this group applies the direct method (% of revenue). Formula: VAT payable = Revenue x % Rate If eligible for the deduction method and voluntarily registering for it, VAT is calculated as: Formula: VAT payable = Output VAT – Deductible Input VAT
PIT PIT for these households is calculated as a percentage (%) of revenue, specific to the industry/sector. Formula: PIT payable = Revenue x % Rate
VAT Households with revenue over 3 billion VND must apply the deduction method to calculate VAT. The VAT payable equals the difference between output VAT and deductible input VAT.
PIT For PIT, the tax payable is 17% of taxable income. Taxable income is defined as revenue remaining after deducting reasonable, related business expenses.

The abolition of presumptive tax also mandates the use of e-invoices and bank accounts. This ensures accurate revenue recording, guarantees transparency, and facilitates tax administration.
According to Table 2 (Decision 3389/QĐ-BTC), e-invoice usage for business households from January 1, 2026, is regulated as follows:
Revenue up to 200 million VND: Encouraged to use coded e-invoices for consumer transactions.
Revenue over 200 million to 3 billion VND: Mandatory use of e-invoices from cash registers if revenue exceeds 1 billion VND and the business involves direct sales of goods/services to consumers.
Revenue over 3 billion VND: Mandatory use of coded e-invoices or e-invoices from cash registers.
This shows the law does not require all households to use e-invoices, only specific groups based on revenue and business type.
Along with abolishing presumptive tax, tax management mechanisms for business households have adjusted significantly. The law now requires households to open bank accounts for business activities. However, not all households are subject to this mandate.
Based on Table 2 (Decision 3389/QĐ-BTC), only two groups must open bank accounts:
Households with revenue from over 200 million to 3 billion VND.
Households with revenue over 3 billion VND.
For households with revenue under 200 million VND, opening a bank account is not mandatory.
Per Table 2 (Decision 3389/QĐ-BTC), revenue declaration responsibilities from January 1, 2026, are:
Revenue up to 200 million VND: Must declare revenue twice annually (mid-year and year-end) to determine tax obligations.
Revenue over 200 million to 3 billion VND: Declare quarterly (4 times/year) and perform annual finalization.
Revenue over 3 billion VND: Declare monthly (if annual revenue > 50 billion) or quarterly, and perform annual finalization.
