  1. The Ministry of Culture, Sports and Tourism grants licenses to:
  • Large-scale exhibition of photographic works representing a country or multiple countries;
  • Exhibition of photographic works on a national scale, ministries, departments, branches, and central organizations;
  • Exhibition of photography works held in 02 provinces and cities or more;
  • Exhibition of photographic works organized by international organizations, foreign organizations representing the country or in coordination with many countries.
  1. The Department of Culture, Sports and Tourism/Department of Culture and Sports will issue a license to exhibit photographic works for the remaining cases.

Procedure for applying for a license to exhibit photographic works

Prepared documents

The application for a license to exhibit photographic works needs to be fully prepared according to the provisions of Clause 3, Article 11 of Decree 72/2016/ND-CP (amended and supplemented by Decree 89/2023/ND-CP). The application will include the following documents:

  • Application for a license to exhibit photographic works in Vietnam according to Form No. 01 in Appendix Decree 72/2016/ND-CP;
  • List of works in Vietnamese (specify the work number, work name, author’s name, material, size, quantity);
  • Photos to be exhibited must have captions: Photos printed on paper with a minimum size of 13 x 18 cm or recorded on CD (for direct submission/postal submission), photos in JPG or PDF format (for electronic submission);
  • In the case of organizing exhibitions of photographic works at locations other than exhibition houses, there must be written consent from the owner of the exhibition venue;
  • For nude photography works that reveal one’s identity, there must be a written agreement between the photographer and the person being photographed regarding the content of the shoot, time, and scope of publication of the work.

Step 1: Submit application

  • Organizations and individuals organizing exhibitions of photographic works in Vietnam shall submit directly or by post or via electronic environment 01 set of application documents for licensing to the competent authority.

  • Within 03 working days from the date of receipt of the application, the competent agency receiving the application for a license is responsible for responding to the organization or individual submitting the application on receipt of the application according to Form No. 06 in the Appendix to Decree No. 72/2016/ND-CP.

Step 3: Issue a license to exhibit photographic works

  • Within 07 working days from receipt of complete and valid documents, the competent authority shall issue a license to exhibit photographic works in Vietnam. In case the license is not granted, there must be a written response, clearly stating the reason.
  • Note: If after being licensed, the content, time, and location stated in the license are changed, the organization or individual organizing the exhibition of photographic works must redo the licensing procedure.
