  • Vietnamese citizens aged 14 years or older who have been issued a valid citizen identification card or identification card;

  • Step 1: Foreigners present their passports or documents valid for international travel to the immigration management agency under the Ministry of Public Security or Provincial Police.
  • Step 2: The foreigner provides complete and accurate information on the application form for an electronic identification account to the receiving officer.
  • Step 3: The receiving officer enters the information provided by the foreigner into the electronic identification and authentication system; Collect facial photos and fingerprints of incoming foreigners to authenticate with the National Immigration Database.
  • Step 4: The immigration management agency sends a request for an electronic identification account to the electronic identification and authentication management agency.
  • Step 5: The electronic identification and authentication management agency notifies the account registration results via the National Identification Application or the main mobile subscriber number or email address for foreigners.

Resolution deadline

Based on Points b and c, Clause 3, Article 13 of Decree 69/2024/ND-CP, the time limit for granting level 02 electronic identification accounts to foreigners is prescribed as follows:

  • Within 03 working days for foreigners who have information about facial photos and fingerprints on the National Immigration Database;
  • Within 07 working days for foreigners who do not have information about facial photos and fingerprints on the National Immigration Database.

Conditions for granting level 02 electronic identification accounts for foreigners under 14 years old

Based on Point e, Clause 2, Article 11 of Decree 69/2024/ND-CP, conditions for granting level 02 electronic identification accounts to foreigners under 14 years old include:

  • Must have the consent and participation of the guardian or representative;
  • Carry out procedures for granting level 02 electronic identification accounts at the immigration management agency under the Ministry of Public Security or Provincial Police;
  • The representative or guardian uses his/her main phone number to register an identification account for the person from 6 to under 14 years old or the ward.
