General regulations on tour guides

Tour guides are people who provide tourist guidance services, helping visitors better understand the locations, culture and history of the areas they visit. According to the provisions of Article 58 of the Law on Tourism 2017, tour guides can be divided into the following groups:

  • International tour guide: Guide international tourists to Vietnam and take Vietnamese tourists abroad.
  • Domestic tour guide: Guides Vietnamese tourists nationwide.
  • On-site tour guide: Guides guests at specific tourist destinations and resorts.

Tour guides need to have a tour guide card to legally practice. This card is issued to qualified people and must be renewed after a certain period of time.

Conditions for being granted an international tour guide card

To be granted an international tour guide card, you need to meet the conditions prescribed in Clause 2, Article 59 of the Law on Tourism 2017 as follows:

  • Nationality: You must be a Vietnamese citizen, have permanent residence in Vietnam.
  • Civil capacity: You must have full civil capacity and no restrictions on your right to practice.
  • Health: No infectious diseases, no drug use.
  • Education level: Graduated from college or higher majoring in tourism guiding, or have a professional certificate in international tourism guiding if graduated in another major.
  • Foreign language: You need to be able to fluently use a foreign language to register for practice. This can be proven through international foreign language degrees or certificates such as B2 certificate or foreign language certificate that meets the requirements according to Circular 13/2019/TT-BVHTTDL.

Card issuance procedures according to current regulations

To be granted an international tour guide card, you need to carry out the following procedures:

Card issuance documents

Documents required for card issuance include:

  • Application for card issuance according to the form at Appendix II Circular 13/2019/TT-BVHTTDL.
  • Curriculum vitae certified by the commune-level People’s Committee of the place of residence.
  • Certified copies of diplomas, certificates of professional qualifications and foreign languages ​​as required.
  • Health certificate issued by a competent medical examination and treatment facility for a period not exceeding 6 months.
  • 3×4 color portrait photos (two photos).

Execution order

The process of issuing an international tour guide card is carried out according to the following steps:

Step 1: Submit application:

  • Please submit your application at the Department of Tourism or the Department of Culture, Sports and Tourism.
  • Applications can be submitted in person or by post.

Step 2: Document processing:

  • After receiving valid documents, within 15 days, the competent authority will review and issue a tour guide card to you.
  • If the application does not meet the requirements, the issuing agency will notify you in writing and explain the reason for refusal.
