For non-commercial vehicles and vehicles serving construction projects, projects or business activities of enterprises in Laos
The dossier to request license re-issuance includes:
Application for issuance or re-issuance of license according to Form No. 05 Appendix IV of Decree 119/2021/ND-CP;
A copy of the Car Registration Certificate or a copy of the appointment letter to receive the Car Registration Certificate from the registration agency or a copy from the original book of the Car Registration Certificate. In case the vehicle is not owned by the organization, a copy of the vehicle rental contract must be presented.
Copy of the competent authority’s decision to send on business trips (in the case of official vehicles and vehicles of diplomatic agencies and international organizations on business trips);
Copy of contract or document proving that the unit is carrying out works, projects or business activities in Laos (for businesses and cooperatives serving works, projects or business activities on Lao territory).

Pursuant to Clause 5, Article 25 of Decree 119/2021/ND-CP, the process of reissuing intermodal licenses between Vietnam and Laos includes the following main steps:
Step 1: Submit application
Organizations, individuals, and transportation business units submit 01 set of documents to the licensing authority through one of the following methods:
Direct
Via postal mail
Through the online public service system.
Step 2: Receive and check documents
The agency competent to issue licenses receives and inspects documents. For applications submitted directly to the licensing authority or by post, the officer receiving the application updates information into the online public service system of the licensing authority;
In case the dossier needs to be amended or supplemented, the licensing authority shall notify directly or in writing or via the online public service system organizations, individuals, and transportation business units. Download and submit documents within 01 working day from the date of receipt.
Step 3: Return results and reissue license
Within 02 working days from the date of receipt of complete and valid documents according to regulations, the competent authority shall re-issue the intermodal license between Vietnam and Laos to the applicant;
In case of refusal, the competent authority issuing the license shall notify in writing or via the online public service system and clearly state the reason;

Intermodal permits issued to commercial vehicles are allowed to travel multiple times, each time not exceeding 30 days and are valid for 01 year from the date of issue, except for the following cases:
Intermodal license between Vietnam and Laos is issued to vehicles belonging to enterprises serving construction projects, projects, and business activities of enterprises in Laos territory to travel multiple times, each time not exceeding 30 days and with 1 year from date of issue;
Intermodal permits issued to commercial vehicles between Vietnam and Laos for vehicles transporting passengers under contract and vehicles transporting tourists are allowed to travel multiple times and are issued according to the duration of the trip or the duration of the trip but not exceeding 30 days.
