• The person requesting the Certificate must be a Vietnamese citizen and have full civil act capacity. They must have a university diploma and have directly worked on industrial property law for 5 years or more continuously or have directly worked on evaluating various types of industrial property registration applications at the agency. national or international industrial property continuously for 5 years or more.

In addition, the applicant for a Certificate must pass the professional examination on industrial property organized by the National Office of Intellectual Property. This test aims to evaluate the candidate’s knowledge of industrial property law, professional practice skills and professional ethics. The practice certificate is valid for 5 years and can be renewed multiple times, for 5 years each time.

• Copy of ID card (present the original for comparison, unless the copy has been certified), except in the case where the declaration requesting issuance of industrial property representation service practice certificate already has information about Citizen Identification Number;
• Copy of fee and charge payment voucher (in case of payment of fees and charges via postal service or direct payment to the account of the state management agency on industrial property rights);
• Two 3×4 cm photos.

The National Office of Intellectual Property will review applications and organize a professional exam for qualified candidates.

After passing the test, candidates will be issued a Practicing Certificate. The certificate is valid for 5 years and can be renewed multiple times.
