Step 1: Prepare documents according to the provisions of law.

Step 2: Submit application at the Immigration Department – Ministry of Public Security or Immigration Management Department – Provincial or Central City Police, depending on each case.

Step 3: The Minister of Public Security shall consider and decide on permanent residence within 04 months from the date of receipt of complete documents, this time limit can be extended by no more than 02 months in case additional verification is required.

Step 4: The immigration management agency shall notify in writing the results of the settlement to the applicant for permanent residence and the Police of the province or centrally run city where the foreigner applies for permanent residence. Within 05 days from receipt of this notice, the Police of the province or centrally run city where the foreigner applies for permanent residence shall notify the foreigner that he/she will be granted permanent residence.

Step 5: Within 03 months from receiving notice of settlement for permanent residence, foreigners must go to the immigration management agency of the police of the province or centrally run city where they apply for permanent residence to receive a permanent residence card.
