  • Have a feasible business plan in accordance with regulations on postal service prices and quality;
  • Take measures to ensure information security and safety for people, postal items, and postal networks.

Components of application dossier for express delivery license

Pursuant to Article 6 of Decree 47/2011/ND-CP (amended and supplemented in 2022), the application file for an express delivery license includes:

  1. The application dossier for a postal license is made in 01 original set.
  2. The dossier to request a postal license includes:
  • Application for postal license (according to the form in Appendix I);
  • Copy of business registration certificate;
  • Enterprise charter (if any);
  • Business plan;
  • Sample contract for providing and using postal services in accordance with the provisions of the law on postal services;
  • Logo samples, trademarks, specific symbols or elements of the enterprise’s brand identity system are shown on the postal item (if any);
  • The postal service price list is in accordance with the provisions of law on postal services;
  • Announced postal service quality standards apply in accordance with the provisions of the law on postal services;
  • Regulations on the limit of liability for compensation in case of damage, the process for resolving customer complaints, and the time limit for resolving complaints in accordance with the provisions of postal law;
  • Agreement with other businesses and foreign partners in Vietnamese, in case of cooperation in providing one, some or all stages of the postal service requested for licensing;
  • Documents on the legal status of the foreign partner specified in Point k, Clause 2 of this Article have been consular legalized;
  • Franchise contract with the enterprise providing postal services (if any).

Procedure for applying for an express delivery license

Authority to grant

Pursuant to Article 9 of Decree 47/2011/ND-CP (amended and supplemented in 2022), the authority to issue express delivery licenses is: the Department of Information and Communications within the province or the Ministry of Information and Communications. Procedure order

Pursuant to Article 8 of Decree 47/2011/ND-CP (amended and supplemented in 2022), the steps to apply for an express delivery license include:

Step 1: Submit an application for express delivery service business license

Enterprises and organizations applying for a business license for express delivery services submit applications via the online public service portal to the competent state agency in charge of postal services.

Step 2: Process documents

  • In case the dossier contains errors or amendments, within 20 days from the date of receipt of the dossier, the state agency competent to issue postal licenses shall send a notice of the contents that need to be amended or supplemented added in profile. Within 15 working days from the date of notification, businesses and organizations are responsible for amending and supplementing documents as required.
  • In case an enterprise or organization does not amend or supplement documents as required or makes amendments or supplements but does not meet the requirements, the competent state agency in charge of postal services shall notify the refusal to grant a postal license, written confirmation of notice of postal operations and clearly stating the reason.

Step 3: Issuance of License

Within 20 days from the date of receipt of valid documents, the competent authority shall issue a postal service business license to the requesting enterprise or organization.
