Third, regarding means of transportation, businesses must have means of transporting explosive precursors that meet regulations on transporting dangerous goods.

Fourth, have a plan or measure to prevent and respond to chemical incidents approved or confirmed by a competent authority according to the provisions of the Law on Chemicals.

Fifth, direct managers and servants involved in trading explosive precursors must be trained in chemical safety, fire prevention and fighting techniques.

Application for a license to trade in explosives precursors

To be granted a license to trade in explosives precursors, businesses need to prepare and submit documents as prescribed in Clause 1, Article 48 of the Law on Management and Use of Weapons, Explosives and Support Tools 2017. Documents Include the following main documents:

1. A written request for a License to trade in explosives precursors according to the form specified in Appendix IV issued with Circular 13/2018/TT-BCT.
