Certificates of eligibility for livestock farming is a requirement for large-scale livestock farms. According to the provisions of Decree 13/2020/ND-CP, this object includes livestock farms with a scale of 300 livestock units or more.

For small and medium-sized farming establishments and farms, this certificate is not required. However, the facility still must comply with regulations on disease safety, environmental hygiene and food safety in livestock operations.   • There are records of livestock farming activities, use of animal feed, veterinary drugs, vaccines and other information to ensure traceability; Keep records for a minimum period of 01 year after the end of the breeding cycle;
  • There is a safe distance from the farm area to objects affected by livestock activities and from the source of pollution to the farm area.

Procedure for submitting application for certification

Prepare registration documents

The application dossier for certificates of eligibility for livestock farming for large-scale livestock farming includes two main components:

  • Application for issuance of Certificate of eligibility for livestock farming for large-scale livestock farming according to Form No. 01.DKCN Appendix I issued with Decree 13/2020/ND-CP. This application needs to be filled out completely and accurately with information about the livestock facility, legal representative, type of livestock and livestock scale.
  • Explanation of livestock conditions according to Form No. 02.DKCN Appendix I issued with Decree 13/2020/ND-CP. This explanation needs to describe in detail the facilities, technical processes and measures to ensure biosecurity, veterinary hygiene and environmental protection of the livestock facility.

Place of receipt and processing time of documents

The competent authority to issue the certificates of eligibility for livestock farming for large-scale livestock farming is the local Department of Agriculture and Rural Development. In the case of a large-scale farm livestock facility located in two or more provinces, the Department of Agriculture and Rural Development where the organization or individual registers for investment procedures will issue the Certificate. .

Organizations and individuals applying for a certificate send their documents to the competent authority. Within 10 working days from the date of receiving the complete dossier, the competent agency will evaluate the dossier content. In case the dossier does not meet the requirements, the competent authority requests the organization or individual to supplement and complete the dossier.

In case the application meets the requirements, within 20 working days, the competent agency will establish a team to assess the actual conditions of the livestock facility.

In case the facility does not meet the conditions, within 06 months from the date of making the assessment record, the organization or individual must correct and send a written report on the results of the correction to the competent authority for approval. Appraise and re-evaluate actual conditions (if necessary).

In case the facility meets the conditions, within 05 working days from the date of completion of assessment of actual conditions, the competent agency shall issue a Certificate of eligibility for livestock production. In case the appraisal agency refuses, it must respond in writing and clearly state the reason.

Certification fees and charges

According to regulations in Circular No. 24/2021/TT-BTC, the fee for appraisal and issuance of certificate of livestock eligibility for large-scale livestock farming is 2,300,000 VND/facility/time. This fee applies to all cases of new certificates.

However, in the period from July 1, 2024 to December 31, 2024, fees for livestock farming are equal to 50% of the prescribed fee collection level (9 According to Article 1 of Circular 43/2024/TT-BTC). The above fee does not include travel expenses of the assessment team. Travel expenses are paid by the organization or individual requesting appraisal according to reality and in accordance with regulations.
