1. Organizations and individuals that have not registered to use barcodes;
2. Organizations and individuals who have been granted a Certificate of Right to Use Barcodes need to register for a new one in the following cases:

• The allocated code fund has been used up;
• Register additional GLN code;
• The Certificate of right to use barcodes has been revoked but is eligible for re-issuance according to legal regulations;
• The certificate of right to use barcodes has expired.

Procedures for applying for a certificate of rights to use barcodes

Pursuant to Clause 9, Article 1 of Decree 74/2018/ND-CP, the application for a certificate of rights to use codes and barcodes includes:

• Application for registration of use of codes and barcodes as prescribed in Form No. 12, Appendix issued with this Decree;
• Copy of Business Registration Certificate, Investment Registration Certificate or Establishment Decision.

Implementation steps

The order and procedures for granting the Certificate of right to use barcodes are as follows:

Step 1: Submit application

Organizations and individuals submit 01 set of documents to the National Measurement Standards Committee through one of the following methods:

• Direct;
• Through postal service.

Step 2: Process documents and issue certificates of right to use codes and barcodes

• In case the dossier is incomplete, within 05 working days from the date of receiving the dossier, the standing agency on codes and barcodes shall notify the organization or individual submitting the dossier to amend or supplement;
• In case the dossier is complete and valid and the organization or individual submitting the application pays the fees, within 20 days from the date of receiving the dossier, the standing agency in charge of codes and barcodes is responsible for issuing Certificate.

Validity period of the certificate of right to use codes and barcodes

According to Circular 10/2020/TT-BKHCN, the validity period of the Certificate of right to use codes and barcodes in case of new issuance is no more than 03 years from the date of issue.
