For traders exporting and importing gas through pipelines, in addition to meeting the conditions specified in Points a, b and c, Clause 1, Article 6 of Decree 87/2018/ND-CP, they must also have a gas supply station that meets the requirements. Execution order
Pursuant to Article 43 of Decree 87/2018/ND-CP, the order for issuance of a Certificate of eligibility for LNG import and export traders is as follows:
Step 1: Traders submit 01 set of documents to the Ministry of Industry and Trade. Applications can be submitted in person, by post or electronically. When submitting the application, the trader must pay the appraisal fee according to the law on fees and charges.
Step 2: Within 15 working days from the date of receiving complete and valid documents, the Ministry of Industry and Trade is responsible for evaluating and issuing the Certificate. The appraisal process includes checking the completeness and validity of documents and verifying the actual conditions of the trader.
If the dossier is not complete or valid, the Ministry of Industry and Trade will send a written request to the trader to supplement it. The time to add documents is not included in the 15 working day processing time limit.
In case of refusal to issue a Certificate, the Ministry of Industry and Trade must respond in writing and clearly state the reason.
Note: When submitting an application to a competent authority for a Certificate of eligibility for LNG import and export traders, traders must pay a fee for appraisal of business conditions for goods and services with restricted business; goods and services subject to conditional business in the field of commerce according to current laws on fees and charges.
