1. Legally registered and licensed: Enterprises must be registered, licensed or established in accordance with Vietnamese law.
2. Conditions for people responsible for security and order:

• For Vietnamese people: Not in cases such as being criminally prosecuted, having a criminal record for crimes that violate national security, currently serving a prison sentence or subject to administrative measures that have not yet expired.
• For Vietnamese residing abroad and foreigners: Must have a legal residence permit in Vietnam.

3. Fire prevention and fighting safety: Enterprises must meet fire prevention and fighting safety conditions according to regulations.

1. Document requesting issuance of Certificate of satisfaction of security and order conditions of the business establishment.
2. Valid copy of one of the following types of documents:

• Certificate of business registration, enterprise registration, investment registration, or other equivalent documents.
• Operation registration certificate of branch, affiliated unit, cooperative, cooperative union, or Operation license from a competent state management agency.
• Document of establishment or permission to operate accompanied by document notifying tax code for revenue-generating public service units.

3. Valid copies of documents proving fire prevention and fighting safety for business areas and warehouses for storing raw materials and goods.
4. Curriculum vitae attached with criminal record card or personal declaration of the person responsible for security and order of the business establishment.
5. Additional documents depending on business line:

• For security service businesses without foreign investment, a valid copy of a college diploma or higher of the person in charge of security is required.
• For foreign-invested establishments, in addition to a diploma, documents are required to prove that the foreign enterprise meets the conditions as prescribed in Clause 4, Article 11 of Decree 96/2016/ND-CP.
• For establishments with the function of training security guards, they must provide textbooks and training programs that meet the conditions in Clause 3, Article 12 of Decree 96/2016/ND-CP.

Business establishments in specific industries and professions (production of industrial explosives, trading in military guns, casinos, electronic games with prizes, betting services, etc.) must have a written permit to operate from a specialized state management agency.
