  • Is an enterprise established according to the provisions of law on enterprises;
  • Deposit for domestic travel service business at the bank. Specifically: 20,000,000 VND;
  • The person in charge of the travel service business must have graduated from intermediate school or higher with a major in travel; In case of graduating from intermediate school or higher in another major, a certificate of domestic tourism operations must be obtained.

Procedure for applying for a domestic travel business license

The process of applying for a domestic travel business license includes the following steps:

  • Application for a domestic travel service business license according to the form Model number 04, Appendix II, Circular 06/2017/TT-BVHTTDL;
  • Certified copy of Business Registration Certificate;
  • Certificate of deposit for travel service business;
  • A certified copy of the appointment decision or labor contract between the travel service business and the person in charge of the travel service business;
  • Certified copies of diplomas and certificates of the person in charge of travel services as prescribed in Point c, Clause 1, Article 31 of the Law on Tourism 2017.

Step 1: Submit application

Submit the application for a license to the provincial tourism agency where the business is headquartered, through one of the following methods:

  • Direct form;
  • Submitted via postal and telecommunications services.

Step 2: Appraisal of documents and issuance of license

Within 10 days from the date of receiving the valid dossier, the provincial tourism authority shall evaluate and issue a domestic travel service business license to the enterprise; In case of refusal, it must be notified in writing and clearly state the reason.

  • Ensure to maintain all conditions for doing business in travel services as prescribed, and at the same time publicly disclose the business name and business license number on the signboard at the headquarters, branches, transaction offices, travel contracts, advertising publications and in electronic transactions;
  • Promptly notify the change of the person in charge of travel services and send replacement documents to the competent state agency within 15 days of the change;
  • Provide full information about programs, services and tourist destinations for tourists;
  • Buy travel insurance for guests throughout the program, unless guests already have comprehensive insurance for the entire journey;
  • Use tour guides to carry out travel programs according to the contract and be responsible for the tour guide’s activities during the tour;
  • Guide visitors to comply with the legal regulations of the destination, protect local culture and customs, and coordinate with authorities to promptly handle violations of the law by tourists;
  • Implement reporting, statistical, accounting and record keeping regimes according to the provisions of law;
  • Ensure safety measures for the lives, health and property of tourists, and promptly notify state agencies when incidents or accidents occur and have plans to overcome the consequences;
  • Manage tourists according to the program agreed in the contract.
