Step 1: Submit application
The trader submits 01 set of documents to request re-issuance of the Certificate to the Ministry of Industry and Trade in one of the following ways:
Step 2: Receive and check documents
The Ministry of Industry and Trade receives documents and checks them for completeness and validity. In case the dossier is not complete and valid, within 07 working days from the date of receipt, the Ministry of Industry and Trade will send a document requesting the trader to supplement and complete the dossier.
Step 3: Appraisal of documents
Within 30 working days from the date of receipt of complete and valid documents, the Ministry of Industry and Trade will conduct an appraisal of the trader’s application for re-issuance of the Certificate.
Step 4: Make a decision to reissue
After appraisal, if the trader meets the conditions, the Ministry of Industry and Trade will reissue the Certificate of eligibility to act as a major trader in petroleum trading (Model number 2) in the Appendix attached to Decree 95/2021/ND-CP.
In case of refusal to re-issue, the Ministry of Industry and Trade will respond in writing and clearly state the reason.
The process of reissuing the Certificate is carried out in accordance with the order and time limit specified in Decree 95/2021/ND-CP, ensuring transparency and efficiency in the management of petroleum business activities.
