What is construction acceptance?

Construction acceptance is the process of checking and evaluating the quality of works according to the provisions of the Law on Construction. This activity is carried out by competent parties to determine compliance with technical standards and legal regulations. The acceptance process is conducted throughout the construction process and upon completion of the project.

According to the provisions of Article 123 of Law on Construction no. 50/2014/QH13, construction acceptance includes two main forms:

  • Acceptance of construction work during the construction process and acceptance of construction transition stages when necessary;
  • Acceptance of completed construction items, completion of construction works to put into exploitation and use.

Acceptance must ensure the following factors:

  • Comply with approved construction design.
  • Meets technical standards and applicable regulations.
  • Manage material quality according to regulations.
  • Construction and environmental safety.

The responsibility for organizing acceptance belongs to the project investor. Organizations and individuals participating in acceptance must be responsible for the work they confirm. In particular, for important national projects, large-scale projects or projects that affect the community, acceptance requires the participation and supervision of a competent state agency.

Types of acceptance of construction projects

According to the provisions of Decree 06/2021/ND-CP, types of acceptance of construction works are divided into:

Acceptance of construction work:

  • Done by the direct supervisor and the technical person in charge.
  • Acceptance time is no more than 24 hours from receipt of request.
  • The results are confirmed by detailed minutes.

Acceptance of the construction phase:

  • Apply at the end of an important construction phase.
  • It is necessary to evaluate the quality before moving to the next stage.
  • Follow the agreement between the investor and the contractor.

Acceptance of project items:

  • Proceed when completing an independent item.
  • Overall assessment of item quality.
  • Full acceptance records of previous work are required.

Acceptance of completed works:

  • This is the final step before putting the project into use.
  • Must ensure that all design requirements are met.
  • Approval from competent authority is required.

Detailed construction acceptance process

The acceptance process is carried out in strict order:

Step 1: Prepare for acceptance:

  • Make an acceptance plan.
  • Fully check design documents and applicable standards.
  • Prepare acceptance documents.
  • Review relevant technical standards.
  • Prepare minutes and necessary documents.
  • Notify relevant parties.

Step 2: Perform acceptance test:

  • Actual inspection of the project based on design drawings, TCVN standards, and technical regulations.

Step 3: Prepare acceptance documents

Step 4: Handling recommendations (if any): The contractor is responsible for correcting errors and omissions as requested by the investor.

Step 5: Second acceptance (if any): Check again after the contractor completes the error correction.

Step 6: Handing over the project: The investor officially receives the project after completing acceptance.

  • Comply with the provisions of the Law on Construction.
  • Ensure the authority of the person participating in the acceptance test.

Technically:

In terms of safety:
