Can a certificate confirming the origin of harvested seafood replace a Certificate of Origin (C/C) for seafood exports?

No. The Certificate of Origin for Harvested Seafood (issued by the Port Management Board) is only an input document, confirming the origin of the raw materials after unloading. What data does the fishing port management organization base its assessment of applications for certification on?

What is the processing time for applications requesting material certification?
