In addition, traders of all economic sectors are allowed to mix gasoline and oil in petroleum-bonded warehouses.

  • Regulations on gasoline and oil blending: Only key traders are allowed to blend gasoline and oil, and this activity must be conducted at production facilities, mixing workshops or petroleum depots to serve the needs domestic petroleum.
  • Traders from other economic sectors also have the right to mix gasoline and oil at bonded warehouses.
  • Requirements for testing laboratories: When mixing products, key petroleum traders must set up a testing laboratory capable of testing petroleum quality according to TCVN ISO/IEC 17025:2017 standards within one (01) year from the date of issuance of the Certificate of eligibility.

Attention: The main trader is the person who owns petroleum in their entire distribution system, except for sales transactions to distributors or traders with retail rights. Key traders include businesses that trade and produce petroleum.

Registration dossier for mixing gasoline and oil

Pursuant to the provisions of Clause 1, Article 16 of Circular 15/2015/TT-BKHCN, key traders carrying out gasoline and oil blending need to prepare a blending facility registration dossier, including the following documents:

  1. Application for registration of petroleum mixing facility (according to Form 3.Regulation  specified in the Appendix attached to the Circular).
  2. Copy of Business Registration Certificate (for petroleum production enterprises) or Petroleum import and export business license issued by the Ministry of Industry and Trade (for petroleum export and import traders).
  3. Copy of Registration plan for blending raw materials to create finished petroleum products, including import of raw materials.
  4. A description of the capacity of each dispensing facility, including:
  • Name and quality standards of finished petroleum products, accompanied by quality certificates.
  • Preparation method and related equipment system.
  • List of types, quality and origin of raw materials and additives used in preparation.
  • Capacity of the testing laboratory at the facility.
  • Quality control plan for blended petroleum.

Authority to issue certificates of registration of petroleum mixing facilities

Pursuant to the provisions of Clause 2, Article 16 of Circular 15/2015/TT-BKHCN, regulations on the authority to issue certificates of registration of petroleum mixing facilities are as follows:

The Directorate for Standards, Metrology and Quality is the competent authority to issue the Certificate of registration of petroleum blending establishments. The certification process is as follows:

  1. Submit application: Traders submit applications directly or by mail to the General Department of Standards, Metrology and Quality.
  2. Time limit for resolution:
  • If the dossier is incomplete: Within 3 working days, the General Department will request additional information.
  • If the dossier is complete and valid: Within 7 working days, the General Department will issue a Certificate.
  • If a physical appraisal is needed: Within 30 working days, the General Department will conduct a review of the dossier and a physical appraisal.
  1. Issuance of Certificate: After appraisal, within 10 working days, the General Department will issue a Certificate or notify the reason for refusal.
  2. Validity: The certificate is valid for no more than 5 years from the date of issue.
