Cases of reissuance of real estate brokerage practice certificates

Pursuant to Decision 907/QD-BXD issued by the Ministry of Construction on October 4, 2024, the following cases will be re-issued with real estate brokerage practice certificates:

  • The certificate is burned, lost, torn, or destroyed due to natural disasters or other force majeure reasons;
  • The old certificate has expired or is nearly expired.

Procedures for reissuance of real estate brokerage practice certificate

Profile components

First, in case the certificate is burned, lost, torn, or destroyed due to natural disasters or other force majeure reasons:

  • Application for re-issue of certificate with photo (according to the form in Appendix XXVII of Decree 96/2024/ND-CP);
  • 02 4x6cm photos taken within 06 months up to the date of application;
  • Old certificate (if any).

Second, in case the old Certificate has expired or is about to expire.

If a person with an expired or nearly expired certificate wants to re-issue the certificate, he or she must take the test according to the provisions of Article 27, Decree 96/2024/ND-CP. The documents that need to be prepared are specified as follows:

  • The exam registration form must have a 4x6cm sample photo taken within 6 months up to the exam registration date (according to the form in Appendix XXI of this Decree);
  • Authenticated copy of ID card or Citizen ID card or ID card in accordance with the law on identification; Documents proving Vietnamese nationality or confirmation of being of Vietnamese origin according to the provisions of nationality law or passport (or a copy with the original for comparison);
  • Certified copy of Certificate of completion of course on training and fostering knowledge to practice real estate brokerage;
  • Certified copy of high school diploma (or equivalent) or higher;
  • 02 sample photos sized 4x6cm taken within 06 months from the date of registration, 02 stamped envelopes clearly stating the recipient’s full name, phone number, and address;
  • Certified copy and translation of a certificate issued by a foreign country (for foreigners and Vietnamese with a valid foreign-issued real estate brokerage practice certificate;
  • Old certificate (original) in case of expired certificate, or certified copy in case of unexpired certificate.

Procedure order

First, in case the certificate is burned, lost, torn, or destroyed due to natural disasters or other force majeure reasons:

Step 1: Submit application directly to the Provincial People’s Committee.

Step 2: Evaluate documents and receive results.

Within 10 working days from the date of receipt of complete documents according to regulations, the Provincial People’s Committee that issued the certificate is responsible for re-checking the documents and re-issuing the certificate.

Second, in case the old Certificate has expired or is about to expire:

If a person has an expired or nearly expired certificate, if they want to re-issue their certificate, they must take a test.

Step 1: Submit application

Candidates directly submit 01 set of exam registration documents and exam registration fee according to regulations.

Step 2: Organize the exam

Based on the actual situation, the Provincial People’s Committee organizes separate exams for people with expired certificates or tests together with those with new certificates.

Step 3: Issue certificate

Candidates who take the test must pass the test (The basic knowledge test scores 70 points or more (100 point scale) and the professional knowledge test scores 70 points or more (100 point scale)) and have enough documents according to the above regulations, a certificate will be issued.
