Types of passports are popular today

The passport issuance system in Vietnam is regulated according to Clause 1, Article 6 of the Law on Entry and Exit of Vietnamese Citizens 2019. Immigration authorities currently issue three main types of passports. Passport classification is based on users and purpose of exit.

According to the law, three types of passports and a number of other immigration documents include:

  • Diplomatic passport: Issued to diplomatic officers and senior leaders;
  • Official passport: For civil servants performing state duties abroad;
  • Ordinary passport: Issued to citizens at least 14 years old;
  • Travel document: has a more limited validity and scope of use than a passport, but plays an important role in creating conditions for citizens to travel in special circumstances;
  • Other documents as prescribed in international treaties to which the Socialist Republic of Vietnam is a member.

Passports can have electronic chips integrated or not depending on request. For citizens under 14 years old, authorities will issue passports without electronic chips. In case of issuance according to the simplified procedure specified in Clause 2, Article 6, the form without a chip is also applied.

Subjects issued with ordinary passports

Pursuant to Article 14 of the Law on Exit and Entry of Vietnamese Citizens 2019, amended and supplemented in 2023, clearly stipulates the scope of subjects eligible for ordinary passports. Vietnamese citizens aged 14 years or older have the right to apply for a passport. This regulation applies to all citizens not subject to exit restrictions.

Subjects eligible for ordinary passports include:

  • Vietnamese citizens aged 14 years or older;
  • Citizens under 14 years old (passport issued without chip);
  • Persons legally authorized to carry out procedures for people under 14 years old;
  • Legal representative for a person who has lost civil act capacity.

However, some cases where passport issuance is restricted according to Article 21 of the Law include:

  • People who are being prosecuted for criminal liability, people who are serving prison sentences, people who are on probation according to the sentence, and other special cases according to the provisions of the law;
  • Persons whose exit is temporarily postponed, except for the cases specified in Clause 12, Article 37 of this Law;
  • In case of national defense or security reasons according to the decision of the Minister of National Defense or the Minister of Public Security.

Online passport application (economy class)

According to Article 15 of the Law on Entry and Exit of Vietnamese Citizens 2019, amended and supplemented in 2023, the application for an ordinary passport needs all components. The online passport making process requires documents to be digitized according to regulations. Documents to prepare:

  • Electronic declaration according to the prescribed form;
  • 02 standard 4x6cm portrait photos with white background;
  • Scanned copy of valid CCCD/ID card;
  • Scanned copy of old passport (if any);
  • Birth certificate (for people under 14 years old);
  • Lost notification form (in case of lost passport).

For special cases such as people who have lost civil act capacity or people with difficulty in cognition and behavior control according to the Civil Code, additional documents need to prove their status as legal representatives. Scans need to be clear, unedited and of the prescribed file size.

The online passport making process is carried out on the Public Service Portal of the Ministry of Public Security. The system allows citizens to perform remote registration steps. Applying online helps save time and travel costs.

  • Access the Public Service Portal at dichvucong.bocongan.gov.vn;
  • Log in to your national public service account;
  • Select “Submit online application”;

  • Choose the method to receive results.

  • Uploaded file size must not exceed 6MB/file;
