The authority to license an integrated information website is determined as follows:

The Department of Radio, Television and Electronic Information Administration – Ministry of Information and Communications licenses the establishment of a comprehensive website for:

  • Press agencies, diplomatic and consular agencies, centrally run organizations, and religious organizations legally operating in Vietnam;
  • Foreign governmental and non-governmental organizations operating legally in Vietnam;
  • The Department of Information and Communications and other agencies and organizations are governed by the Ministry of Information Communications’ regulations.

The Department of Information and Communications licenses the establishment of an integrated information website for organizations and businesses that are not under the licensing authority of the Department of Radio, Television and Electronic Information Administration – Ministry of Information. News and Communications.

Licensing procedures

Dossier to request a license to establish a general website is specified in Clause 12, Article 1 of Decree 27/2018/ND-CP. The dossier needs to be compiled into 01 set, including the following components:

  • Application for license;
  • Valid copies of legal documents of organizations and businesses such as Business Registration Certificates, Investment Registration Certificates, Establishment Decisions. For associations and unions, it is necessary to submit a charter of operations. These documents prove the legal status and capacity of the licensing unit;
  • The operational plan is an important document that demonstrates the capacity and operation plan of the information site. The project must have the signature and seal of the head of the organization or enterprise. The project content includes: purpose of providing information, information content, expected categories, official news sources, printed home page and main category pages. In addition, the project needs to clearly state plans for human resources, techniques, information management, and finance to ensure the operation of the information site;
  • Written approval from organizations providing information sources.

Sequence

The process of granting a license to establish a general website is specified in Clause 13, Article 1 of Decree 27/2018/ND-CP. This process includes specific steps:

Step 1: The license applicant needs to prepare complete documents according to regulations.

Step 2: The unit submits the application to the competent authority.

The application for a license is sent directly, by post or via the Internet to the licensing authority.

Step 3: Receive and evaluate documents

Within 05 working days of receipt of valid dossiers from local press agencies, the Department of Information and Communications of provinces and cities is responsible for evaluating and transferring the dossiers along with documents. Request a license to the Ministry of Information and Communications (Department of Radio, Television and Electronic Information) to consider granting a license.

In case the application does not meet the conditions, the Department of Information and Communications will issue a written response clearly stating the reason.
