• Minutes of fire prevention and fighting safety inspection by competent authorities in fire prevention and fighting management for business establishments that are not subject to the above regulations but are on the List specified in Appendix I issued with Decree No. 50/2024/ND-CP (amending and supplementing Decree 136/2020/ND-CP).

Business establishments do not have to submit the above two documents including: Seal production; producing flags, buying and selling flags, lights, and sirens to signal vehicles with priority rights; security service business; betting service business; Trading in devices that jam and disrupt mobile communication signals; business of cosmetic surgery services; Trading in speed testing machines for road motor vehicles; Trading in alcohol concentration testing equipment; trading in GSM mobile phone monitoring equipment and other mobile phone monitoring equipment.

For business establishments that do not have a warehouse to store raw materials or products according to regulations, there must be a warehouse rental contract that ensures fire prevention and fighting safety conditions according to regulations.

For business establishments in industries that use industrial explosives and explosive precursors, the documents proving to ensure safety conditions for fire prevention and fighting are documents from the storage and preservation of industrial explosives and explosive precursors.

4. • For Vietnamese people living in the country who are responsible for security and order of the business establishment whose name is on the Certificate of eligibility for security and order, there must be a Personal Statement; Judicial record (except for those who are on the payroll of the armed forces);

If you are on the payroll of the armed forces, you must have confirmation from a competent authority directly managing you (except for business establishments).

• For Vietnamese residing abroad holding foreign passports and foreigners must have a Personal Declaration accompanied by a valid copy of Passport, Permanent Residence Card or Temporary Residence Card or Visa with a valid stay in Vietnam;
• In case a business establishment has many legal representatives, the resume, Judicial Record Card or Personal Declaration in the file applies to the person named in the Certificate of satisfaction of security and order conditions.
