Execution order
According to Clauses 4 and 5, Article 11 of Circular 21/2020/TT-BCT amended by Circular 10/2023/TT-BCT, detailing the order and procedures for granting electricity activity licenses as follows:
Step 1: Submit application
For the authority of the Ministry of Industry and Trade and the Electricity Regulatory Authority: Submit online on the Online Public Service Portal.
For the authority of the Provincial People’s Committee: Submit directly, by post or online (if any).
Step 2: Receive and review documents
The licensing agency checks the validity of the application within 03 working days.
If the dossier is incomplete, the licensing agency will request additions or modifications.
Step 3: Add and complete the profile
Enterprises have 60 working days to supplement and amend documents as requested.
If the deadline is not supplemented, the application will be returned.
Step 4: Appraisal and licensing
Appraisal time: 15 working days from the date of receipt of complete and valid documents.
For license amendments and supplements: 07 working days.
