• Application for License: The application must follow the form specified in Appendix 1, Appendix 2 of Circular 35/2023/TT-BGTVT.
• Copy of Vehicle Registration or Temporary Registration: For new vehicles, a Temporary Registration needs to be submitted to prove ownership and legal status of the vehicle.
• Copy of Technical Safety and Environmental Protection Inspection Certificate: This document helps verify that the vehicle meets technical, safety and environmental protection requirements.

Execution order

• Within 02 working days from the date of receipt of the application, the competent authority checks the validity of the application.
• In case the dossier is complete as prescribed, within 01 (one) working day from the date of completion of checking the dossier, the competent agency shall issue the vehicle circulation license or send a document to the organization or individual. The individual clearly states the reason for not issuing the Vehicle Circulation Permit.

Step 3: Survey or reinforce the road (if necessary): In case the road has a risk of affecting traffic safety or needs reinforcement to ensure vehicles can move safely, the organization applying for a permit will have to provide a survey or reinforcement report from an independent consultant.

Step 4: Issuing the License to Circulate: If the application is valid, the licensing agency will issue the License to Circulate the vehicle within 01 working day of completing the inspection. The Circulation Permit form will be made according to the Appendix of the Circular.

Resolution deadline

• 02 working days from receipt of complete application, the competent authority will issue a License or notify in writing if the application does not meet the requirements.
• In case of surveying or reinforcing the road: If it is necessary to survey or reinforce the road, the processing time will be extended until the completion report is received from the consulting unit.
