Conditions for being granted a License to operate educational quality accreditation
According to the provisions of Article 99 of Decree 46/2017/ND-CP amended and supplemented by Clause 41, Article 1 of Decree 135/2018/ND-CP, educational quality accreditation organizations that want to be granted an operating license need to meet the following conditions:
First, have a stable operating headquarters. The accreditation organization must have a fixed working location, suitable for professional activities. This headquarters needs to prove its legal use rights through a certificate of land use rights, a certificate of housing ownership, or a rental contract with a minimum term of 2 years.
Second, there is enough working area for inspectors. Specifically, organizations need to arrange a working room with a minimum area of 8m2/person for inspectors. This is to ensure a suitable working environment for the professional activities of the inspection team.
Third, there is a sufficient number of inspectors according to regulations. The inspection organization needs to have at least 10 inspectors with valid cards. These auditors must work full-time for the organization, as evidenced by the hiring decision or labor contract.
The regulation of the minimum number of accreditors is to ensure that the organization has enough human resources to carry out accreditation activities effectively, meeting the quality assessment needs of educational institutions.
Procedures for applying for a License to operate educational quality accreditation
Authority to grant
According to the provisions of Clause 1, Article 100 of Decree 46/2017/ND-CP, the Minister of Education and Training is the person with authority to grant the License to operate educational quality accreditation. Specifically:
The Ministry of Education and Training is the agency that receives licensing applications from educational quality accreditation organizations. The Ministry will conduct dossier appraisal and physical inspection if necessary.
After completing the appraisal process, if the organization meets the prescribed conditions, the Minister of Education and Training will sign a decision to grant a License to operate educational quality accreditation to that organization.
Application for license
According to the provisions of Clause 2, Article 100 of Decree 46/2017/ND-CP and Clause 42, Article 1 of Decree 135/2018/ND-CP, the application file for a License to operate educational quality accreditation includes the following documents:
Proposal to allow educational quality accreditation activities.
Document proving the right to use the legal headquarters, specifically:
Certificate of land use rights and home ownership from the inspection organization; or
The contract to rent a house as an office has a minimum term of 2 years and is confirmed by a competent authority.
Declaration of office area and list of equipment.
Document confirming the account and capital of the inspection organization issued by the bank or state treasury.

Decision to establish or authorize the establishment of an inspection organization
Decision to appoint Director of inspection organization
List of inspectors with resumes
Copy of valid inspector card and inspector’s diploma
Decide to hire or enter into a full-time labor contract with an inspector

The process of applying for a License to operate educational quality accreditation is carried out in the following order:
Step 1: Submit application:
The education quality accreditation organization prepares 01 sets of documents according to regulations and sends them directly or by mail to the Ministry of Education and Training.
Step 2: Check your profile:
Within 10 working days from the date of receipt of the application, the Ministry of Education and Training will check the completeness and validity of the application. If the application does not meet the requirements, the Ministry will notify the organization in writing about the contents that need to be edited and supplemented.
Step 3: Document appraisal:
Within 30 working days from the date of receipt of complete and valid documents, the Ministry of Education and Training shall:

Verify the authenticity of documents
Organize physical inspection if necessary
Step 4: Decide on licensing
After completing the appraisal process, if the organization meets the conditions, the Minister of Education and Training will sign a decision to grant a License to operate educational quality accreditation.
In case the conditions are not met, the Ministry will issue a written notice, clearly stating the reason and solution.
The issued license will clearly identify the subjects and scope of educational quality accreditation activities and has a validity period of 5 years from the date of issue.

How long does it take to receive a license to operate educational quality accreditation?
According to the provisions of Decree 46/2017/ND-CP and Decree 135/2018/ND-CP, the time for the Ministry of Education and Training to consider and issue a License to operate educational quality accreditation is regulated. as follows:
Time limit for checking documents: Within 10 working days.
Time limit for appraisal and licensing: Within 30 working days.
