Procedures for applying for a new car transport business license

To be granted a car transport business license, organizations and individuals need to prepare complete documents and submit them to the competent authority as prescribed in Articles 20 and 21 of Decree 158/2024/ND-CP.

Application for license

Profile includes:

• Application for Business License according to the form in Appendix I attached to this Decree;
• Copy of certificate of the person directly operating the transport operation;
• Copy or original of the Decision on establishment and regulations on functions and tasks of the safety management department of the transport business unit by car or motorized four-wheeled vehicle;
• Copy or original of the decision to assign tasks to the transport operator.

Note: In addition to the originals, the above documents must be copies or certified copies or electronic copies certified from the original or electronic copies from the original book.

Licensing procedures

Procedures for applying for a new car transport business license are carried out as follows:

Step 1: Submit application

Submit 01 set of documents to the Department of Transport where the transport business unit is headquartered or branch headquarters in one of the following forms: direct, online, postal service.

Step 2: Review and appraise documents and issue licenses

• In case the dossier needs to be amended or supplemented, the business license-issuing agency shall notify the transport business unit of the contents that need to be supplemented or amended within 03 working days from the date of receipt of the dossier.
• Within 05 working days from the date of receiving complete documents, the business licensing agency will evaluate the documents and issue a car transport business license.
• In case a Business License is not issued, the Business License granting agency must respond in writing or notify via the online public service system and clearly state the reason.
